Summer 2013: Government Financial Systems and Technology
Is the era of large investments in ERP-based financial systems that take years to implement over? The Office of Management and Budget has asked that the federal financial management community devise ways to continuously and incrementally modernize their financial systems without large capital investments and to use a “share first” approach to system changes. Other influencers include new reporting paradigms exemplified by the Recovery.Gov initiative, new decision-making capabilities through the use of advanced analytics, and the availability of open-source, visualization, and business process management tools, along with the push to the cloud and prevalence of mobile platforms. We seek articles, from all levels of government, about what experiences or approaches, tools, or technologies can really drive value for government financial systems of the future. Fall 2013: How are Governments Coping with the New Normal?
Governments at all levels face budget constraints, financial reporting and transparency challenges, improper payments/efficiency initiatives, and proposals aimed at fundamental reform of budgetary processes. This is not temporary; it is the “New Normal”. What are governments doing, not just to cope with growing demands and diminishing resources, but to implement the fundamental changes needed to deliver the required level of services? What strategies and tactics are working? Are these actions best viewed and addressed in isolation or are there common themes or solutions? We seek articles that address how all levels of government are handling this “New Normal” through innovative approaches to financial management, including budgeting, financial reporting, and performance management. Winter 2013: Workforce Planning and Management - What Steps Help Ensure a Workforce That is Up to the Tough Job Ahead?
We seek articles that address, at all levels of government, the innovative ways that agencies are addressing changes and reductions in financial staff and expertise as a result of retirements, budget cuts, technology, etc. We also seek articles that address how all levels of government are recruiting and training staff required to handle the fundamental changes that are rapidly taking place in the way government delivers services.
