Its Newest Corporate Partners—60 Partners Strong!
AGA’s Annual Professional Development Conference &
Exposition a Big Success
The 2006 Professional Development Conference &
Exposition (PDC) in San Diego in June was a huge success with just over
1,800 individuals in attendance! From the technical sessions to the
exhibits to the networking, it was spectacular. The record-setting
attendance was a testament to the outstanding technical program, which
brought our Corporate Partners together with federal, state and local
government leaders.
We were especially pleased to have nine Corporate
Partner research projects highlighted in technical sessions. These
included Trends in Technology (CSC), The Federal Purchase
Card: Use, Policy and Best Practice (VISA – four phases),
Challenges in Performance Auditing: How a State Auditor with Intriguing
New Performance Auditing Authority is Meeting Them
(Accenture), PAR: The Report We Hate To Love (PwC as lead),
Annual CFO Survey: Measures, Systems and Centers of Excellence
(Grant Thornton), Evaluation of the Current State of Internal
Control and Management’s Related Responsibilities in State and Local
Governments (KPMG), Best Practices in Federal Real Property
Management (American Appraisal Associates), Skills for the 21st
Century Financial Management Work Force (Management Concepts) and
Process-Based Accounting (Grant Thornton). Many of the
presentations are located on the AGA website.
In addition, the following newly published research
reports were distributed to conference attendees: The Federal
Purchase Card: Use, Policy and Best Practice;
Challenges in Performance Auditing: How a State Auditor with Intriguing New
Performance Auditing Authority is Meeting Them;
PAR: The Report We Hate to Love; and the Annual CFO Survey:
Measures, Systems and Centers of Excellence.
We were very pleased that so many of you were able to
participate in the conference and we thank you for your support.

June 24-27 at the Renaissance Hotel in Nashville, Tennessee!
Corporate Partner Advisory Group—New
Committees Being Formed, Get Involved!
Every AGA Corporate Partner has a seat on the Corporate Partner Advisory
Group (CPAG). The CPAG holds quarterly meetings with the last one
held on June 19 in San Diego. The CPAG creates opportunities to
bring industry and government executives together to share ideas and
foster communication. Developed and launched in 2001, the CPAG program
is now in its fifth year. It's time to take stock of the program and
look ahead into the future, asking where do we go from here?
To do this we have formed three new CPAG committees and
are now looking for chairs and members for each area: Programs (we hold
dinners and breakfasts—what other events would be beneficial?), Research
(identifying topics and sponsors) and Membership (who is missing from
the CPAG? What about other CPAG benefits? Working with AGA chapters?).
What is the commitment? We would want you to commit to
a committee for at least a year. And we foresee the committees operating
via conference calls and e-mails.
This is your opportunity to bring your ideas and
expertise to the table and make an important contribution to AGA. Please
let Susan Fritzlen
know if you are interested in serving on a CPAG committee. We are
looking to have the committees functioning by September.

AGA’s Thought Leadership Series continues with several new published
reports:
Challenges in Performance Auditing: How a State Auditor
with Intriguing New Performance Auditing Authority is Meeting Them

In November 2005 the citizens of Washington state voted
to give their state auditor the most extensive authority in the country
to conduct comprehensive, independent performance audits of state and
local governments. This study documents the initial actions taken by the
state auditor to implement the provisions and prepare to conduct
performance audits.
Cooperative Project led by PricewaterhouseCoopers
LLP with support from AOC Solutions, Booz Allen Hamilton, CSC and IBM
This project was undertaken to determine the usefulness
of Performance and Accountability Reports (PARs) for their intended
audiences, and how that usefulness can be improved.
Annual CFO
Survey: Measures, Systems and Centers of Excellence
Sponsored by Grant Thornton LLP
This year, CFOs were asked about progress toward
meeting financial improvement goals, including the President’s
Management Agenda and the Lines of Business initiative, which are both
managed by the U.S. Office of Management and Budget. Most survey
respondents support the financial management goals, but many are
concerned about details of migrating agency- and department-level
functions to shared services arrangements called Shared Service Centers.
The report said, “Most of the improvement initiatives to date have
focused on the infrastructure and basic processes of financial
management. Many federal financial leaders want to get beyond this stage
of development and focus on how financial management can better
contribute to achieving agency missions.”
CPAG Access Dinners and Breakfasts
We are busy scheduling the 2006-2007 CPAG dinners and breakfasts, so stay
tuned! The dinners will start in September and will occur monthly
through May 2007. The dinners are an exclusive opportunity for AGA
Corporate Partners to come together in an informal setting and meet with
high-level government accountability professionals, such as a federal
agency chief financial officer. This peer-to-peer intimate setting
(limited to 18 individuals) allows for networking with the invited guest
as well as with the other Partners in attendance. The dinners are held
at the Ritz Carlton Hotel in Arlington, Virginia (Pentagon City Mall)
from 6:15 – 9:15 p.m.
The breakfasts start with networking from 7:30 to 8
a.m., followed by opening remarks from the invited guest and Q&A. The
breakfasts conclude at 9:30 a.m. Each Corporate Partner organization is
allotted two registrations to the breakfast. In addition to CPAG
members, government leaders are in attendance, resulting in about 120
individuals. The breakfasts are held at the National Press Club in
Washington, D.C.
Producing a Performance and
Accountability Report Workshop
AGA is hosting its annual workshop, "
Preparing your FY06 Performance and Accountability Report" on
Friday, August 4, 2006, in Washington, DC. This training is open to
government managers who prepare their agency’s PAR as well as to private
sector professionals who support agencies with their PAR preparation.
The cost is $100 and three hours of CPE are available. Register today!
