Gene L. Dodaro, CGFM, Acting Comptroller General, U.S. Government Accountability Office, will headline AGA’s Meet the Financial Management Policy-makers breakfast, set for 7:30 – 9:30 a.m. Wednesday, April 8, 2009 at the Willard Hotel in Washington, D.C. AGA’s leadership breakfasts bring private sector and government executives together to exchange information, solve issues and build partnership and trust. After all, we share common goals, and we can learn from each other’s mistakes and successes. AGA Executive Director Relmond Van Daniker, DBA, CPA, will moderate a discussion with Dodaro on GAO’s plans to carry out its oversight role related to the American Recovery and Reinvestment Act of 2009 (Recovery Act). The Recovery Act assigns GAO a range of responsibilities to help promote accountability and transparency. There will be time for Q&A from the audience after the discussion. Federal, state and local leaders will participate along with AGA Corporate Partners. We expect close to 125 participants. Each Corporate Partner organization is allotted two registrations to the breakfast (download the Corporate Partner registration form). Cost is $100 per person. Two new research projects are under way and both of these are on a fast track to be completed as soon as possible. The first research project is Accountability and Transparency in Action, Control Considerations for a Stimulus Spending Plan: How to Ensure that Recovery Stimulus Money Gets Spent Wisely. The final product of this research will be a report describing best practices and lessons learned from previous recovery spending projects. It is intended to be helpful to both federal agency funding providers and recipients of the Recovery Act funding, giving them advice on how to have the right controls in place and how to walk the tightrope between getting the money out fast and getting the money out right. It is sponsored by Kearney & Co. The second is Delivering Information that Program Managers Can Use Every Day—How Costing Information Can Help Program Managers in Program Planning, Control and Risk Assessment. This is a very timely project. This current surge in spending is sending more funding to agencies that may not be prepared to deal with the funds flow in a cost effective way. There is much interest in how better costing practices can mitigate waste in programs, thus freeing up moneys to be used elsewhere. The research will focus on how federal entities are using or can use cost information to help in decision-making, investment or programmatic decisions, ROI calculations, etc. We are going to interview selected agencies and compile examples of best practices that other agencies can use in their own efforts to better utilize managerial cost accounting. It is sponsored by the MIL Corporation. A third research project is Measuring Success: How Agreement on the Right Performance Measures Can Aid Accountability. There are two kinds of accountability. There is the accountability for funds received and there is the accountability that shows that the funds achieved the desired objectives and created long-term value to the state, the recipient and to the country. The latter kind of accountability is what this research is about. The objective of the research is to show that the use of performance measures in funding programs can demonstrate that the funds are producing tangible value to the taxpayer. It will focus on state and local governments and other final recipients of funding. The research will start in the next couple of months and is sponsored by Crowe Horwath. Sponsorships for other research projects are being discussed with some of our other corporate partners. These include topics as diverse as: the reliability of performance information, asset valuations for assets constructed under the Recovery Act or other stimulus spending bills and how these can be used to measure return on investment, the use of technology in financial management (update on Trends in Technology) and a project on intergovernmental transactions.
