How Fraud Can Undermine the Integrity of Environmental
Programs and Create Environmental Risks

AGA, in
conjunction with the National Association of State Auditors,
Comptrollers and Treasurers (NASACT) and the Association of
Local Government Auditors (ALGA), is pleased to announce an
increasingly important topic to our audio conference schedule –
identifying, prosecuting and preventing environmental fraud.
At a time when
our tax dollars are most precious, unscrupulous individuals and
companies who pilfer scarce resources must be identified,
stopped and punished. Criminal Investigators at the U.S.
Environmental Protection Agency (EPA), working with auditors and
investigators across the federal, state and local accountability
community, have an impressive record addressing fraudulent
activities that can affect human health and the environment.
But, identifying and prosecuting these bad actors is just the
first step. To prevent future fraud, it is critical to address
the systemic weaknesses that allow fraud to occur and prevent
the individuals and organizations that commit fraud from
continuing to do business with the government. Our presenters
will discuss criminal wrongdoing that can affect your drinking
water, the schools your children attend and places they play,
and the vehicle you drive, and many other aspects of your life.
Additionally, the panel will discuss fraud indicators and
efforts to suspend and debar those who defraud the public.
To share their
expertise and experiences combating environmental fraud are
Michael Daggett, Director, EPA OIG Program Integrity
Directorate; Leonard Newmark,
MPA, Criminal Investigator, EPA OIG; and Frank Lane, Director of EPA’s Suspension and
Debarment Division.

for two hours of lively discussion about this important and
timely topic. In addition to the speakers’ commentary, there
will be approximately 20 minutes for Q & A so that the
participants can ask the speakers questions and share their own
experiences.
