2004 Award Recipients

AGA's 2004 National Awards Recipient List

AGA is pleased to announce the recipients of the 2004 National Awards. The awards will be presented during the Professional Development Conference & Exposition, June 27-30, in Washington, D.C.

Robert W. King Memorial Award
Established in honor of the Association’s founding president, this award is conferred in the form of a gold medallion to an Association member for distinguished service of such significance that it has greatly enhanced the Association’s national prestige and stature.

Richard V. Norment, CGFM, CIA, Assistant to the Comptroller for County Audit, Comptroller of the Treasury, State of Tennessee

In recognition of Mr. Norment’s dedicated service to the State of Tennessee and the National AGA membership. Mr. Norment served as National Treasurer and as AGA’s 52nd National President. In addition to having held National office, he has participated on numerous national committees, and helped improve their policies and make sound financial decisions. The actions brought about by these committees not only affect the Association now, but will have a profound impact on AGA in years to come. Mr. Norment has demonstrated sustained outstanding leadership through his significant contributions to improving financial management during his 37 years of service with the State of Tennessee. He has also served AGA with dedication and honor at the local and national levels  for more than 25 years.

Einhorn-Gary Award
This award formally recognizes major contributions to advancing government accountability and contributions that have significantly enhanced AGA’s prestige and stature.

Francis E. "Gene" Reardon, CGFM, CPA, CIA, Deputy Inspector General for Auditing, Office of Inspector General, U.S. Department of Defense

In recognition of Mr. Reardon’s 36 years of contributions to auditing in the federal government. Mr. Reardon joined the U.S. Army Audit Agency in 1968 and was selected as the auditor general of the Army in 1992. In 2003, he took over the role of deputy inspector general for auditing for the U.S. Department of Defense. He was always on the forefront of interpreting and incorporating new standards for defense auditors. He sought to hire, train and retain the best and brightest, challenging them to achieve advanced degrees and certifications. He radically changed the way auditors operate, transforming them from an adversarial role to a customer-oriented focus. He streamlined his business to make it more responsive. He has saved the Army billions of dollars and helped it transform into the 21st century. Through his 36-year involvement in AGA at all levels, he has broadened his impact to all federal agencies.

Frank Greathouse Distinguished Leadership Award
This award is conferred upon individuals in government service who have provided sustained, outstanding leadership in financial management over a period of years, resulting in notable contributions to the profession.

R. Schuyler Lesher Jr., CGFM, Deputy Chief Financial Officer and Director of the Office of Financial Management, U.S. Department of the Interior

In recognition of Mr. Lesher’s exceptional leadership in improving financial management, integrity, efficiency and reporting in the U.S. Department of the Interior and across the federal government through collaboration, partnership and innovation.

Achievement of the Year Award
This award provides national recognition to an individual for outstanding achievement in developing, implementing or improving financial management during the past year.

Terry L. Bowie Sr., CGFM, CPA, Director, Financial Management Operations, Office of the Chief Financial Officer, U.S. Department of Education

In recognition of Mr. Bowie’s major contributions to government accountability as evidenced by the U.S. Department of Education receiving consecutive clean audit opinions and becoming the first Cabinet-level agency to receive a “green light” on the scorecard rating the financial management portion of the President’s Management Agenda.

President’s Awards
Each year, the National President presents special awards to recognize individuals who have made extraordinary contributions to the success of the Association’s programs during that president’s term. This year, National President Jullin Renthrope, CGFM, is pleased to present awards to the following individuals:

Tom L. Allen, Northern Utah Chapter, Chairman, Governmental Accounting Standards Advisory Board (GASB)

In recognition of Mr. Allen's outstanding service and contributions to AGA and GASB that have served to advance government accountability.

Evelyn Brown, CGFM, Washington D.C. Chapter, U.S. Office of Personnel Management

In recognition of Ms. Brown's exceptional performance as National Treasurer, especially for her time and contributions during a transitional period for AGA.

Dennis J. Duquette, CGFM, Northern Virginia Chapter, Deputy Inspector for Audit Services, U.S. Department of Health and Human Services

In recognition of Mr. Duquette’s boundless energy and dedication in leading the Journal Editorial Board.

WA “Bill” Broadus Jr., CGFM, Washington, D.C. Chapter, President, WA Broadus Jr., CPA, PC

In recognition of Mr. Broadus’ tremendous support in helping financial managers from China develop a professional association, which is AGA’s most significant international accomplishment ever.

Wei Hu Lum, CPA, Hawaii Chapter, Consultant

In recognition of Ms. Lum’s outstanding contributions to helping financial managers from China develop a professional association.

Sridhar Ramamoorti, PhD, Chicago Chapter, Assistant Director of Thought Leadership, Global Investigations and Dispute Advisory Practice, Ernst & Young LLP.

In recognition of Dr. Ramamoorti’s outstanding suggestions for authors, his astute comments on the most technical of articles and other support he provides throughout the year as vice chairman of the Journal Editorial Board.

Virginia B. Robinson, CGFM, CPA, DABFA, Washington, D.C. Chapter, Kelly, Anderson & Pethick, Inc.

In recognition of Ms. Robinson’s leadership in developing a strong international program through the International Development Committee.

Henry (Hank) J. Steininger, CGFM, Washington, D.C. Chapter, Managing Partner, Global Public Sector, Grant Thornton LLP

In recognition of Mr. Steininger’s leadership of AGA’s Corporate Partner Advisory Group, and his contributions to the group’s success

Barry White, At-Large Chapter, Director for Government Performance Projects, Council for Excellence in Government

In recognition of Mr. White’s outstanding leadership on the CEAR Board. His work as a reviewer, trainer, speaker and overall advocate of the CEAR Program has helped give AGA’s CEAR Program greater prominence in the performance management community.

Richard B. Willett, CGFM, CPA, Washington, D.C. Chapter, Partner (retired), Global Public Sector, Grant Thornton LLP

In recognition of Mr. Willett’s many years of support and service to AGA, including his work as 2004 PDC Technical Chair, organizer of the 2004 National Leadership Conference, his assistance in the Pacific Emerging Issues Conference and his contributions to the success of the Corporate Partner Advisory Group.

Educator Award
This award is presented to individuals who have made significant contributions to the education and training of government financial managers.

Robert H. Werner, Ph.D., CGFM, CPA, Director, Master's Program in Governmental Accounting, Rutgers University

In recognition of Dr. Werner’s exceptional contributions to advancing government financial management education, and his tremendous support of AGA and the CGFM Program.

Cornelius E. Tierney/Ernst & Young Research Award
This award recognizes individuals who throughout their careers have made continuous contributions to government financial management by their direct participation in research activities and/or through their encouragement and support of others engaged in government financial management research.

John H. Engstrom, DBA, CGFM, CPA, KPMG Professor of Accountancy, Department of Accountancy, Northern Illinois University

In recognition of Dr. Engstrom’s exceptional work as an educator and researcher in governmental and nonprofit accounting and public sector accounting education. He has contributed to the profession extensively for the past three decades. The Governmental Accounting Standards Board, practitioners and educators have used his research and published writings.

Author Award
This award recognizes the Journal Editorial Committee’s choice of the best article published this year in The Journal of Government Financial Management.

Marianne Jennings, JD, Professor of Legal and Ethical Studies at the W.P. Carey School of Business, Arizona State University

In recognition of Ms. Jennings’ article, "Preventing Organizational Ethical Collapse," published in the Spring 2004 issue of the Journal of Government Financial Management.

National Treasurer’s Award
This award recognizes the contributions of the Association’s National Treasurer.

Chapter Education Awards
These awards recognize chapters that have done an outstanding job in providing educational programs to its members and other accountability professionals.

Group A: New York Capital Chapter, Raymond H. Harris, CGFM, CFE, Internal Control Officer, Office of the State Comptroller, State of New York, Vice President for Programs and Education

In recognition of the New York Capital Chapter’s outstanding efforts to provide high-quality and affordable continuing professional education programs and opportunities for its members and other accountability professionals.

Group B: Richmond Chapter, Melinda M. Barbish, CGFM, CPA, Audit Manager, Division of Unclaimed Property, Treasury Department, Commonwealth of Virginia

In recognition of the Richmond Chapter’s dedication to offering a variety of high-quality, applicable, cost-efficient training for its members and the government financial management community at large. The chapter’s success has been measured by increased attendance, new members and the positive comments received related to its training events. The chapter used innovative marketing tools and strategy to deliver 5,681 CPE hours to some 809 financial managers and auditors for the 2003-2004 program year.

Group C: Portland Chapter, Katrina PriceMoore, CPA, Accountant, Bonneville Power Administration, Education Director

In recognition of the Portland Chapter’s remarkable dedication, resourcefulness and hard work in providing 35 hours of continuing professional education during the 2003-2004 program year.

Group D: Silicon Valley Chapter, Martin J. Krone, CGFM, President/Education Director; City Auditor, City of San Jose

In recognition of the Silicon Valley Chapter’s creative use of partnerships to provide quality educational training to its membership and other financial management professionals. By teaming up with other chapters and affiliations in the area, such as the Institute of Internal Auditors and the Information Systems Audit and Control Association, the Silicon Valley Chapter has enhanced member services and networking opportunities. AGA is now better known to other financial managers , both within government and in the private sector.

Chapter Service Awards
These awards recognize individuals who have demonstrated an outstanding commitment to their chapters.

Group A: Jackson W. Hufnagle, CGFM, Assistant Director, Financial Management and Assurance, U.S. General Accounting Office; and Roger C. Mazula, CGFM, CIA, CFE, Vice President for Communications, NY Capital Chapter; Office of the State Comptroller, State of New York

In recognition of Mr. Hufnagle’s continuous dedication and service to the Northern Virginia Chapter at the national, regional and local levels. His sustained commitment and dedication have significantly enhanced the chapter’s prestige and stature in the government financial management community.

In recognition of Mr. Mazula’s dedicated service as the long-standing hub of chapter communications for the New York Capital Chapter. Mr. Mazula for many years has dedicated himself to ensuring that the chapter’s newsletters, program brochures and other publications are professional-looking, colorful and interesting.

Group B: Nauri D. Ahmed, CGFM, CFE, CPA, Financial Management Analyst, Department of Mental Health, Mental Retardation and Substance Abuse Services, Commonwealth of Virginia

In recognition of Mr. Ahmed’s consistent, exemplary service to the Richmond Chapter over the past eight years. He has contributed to the success of the chapter in a number of ways, including serving as president, promoting the CGFM designation, expanding membership by the biggest margin in the chapter’s history, promoting the National Awards program, forming the new Roanoke Chapter and directing the Blue Ridge Professional Development Conference for many years.

Group D: Sandra A. Lawrence, CGFM, Senior Auditor, Defense Contract Audit Agency

In recognition of Ms. Lawrence’s continuous active leadership in the Silicon Valley Chapter since 1992. She handles the monthly membership meetings, administers and maintains CPE credit requirements, promotes AGA to local and federal governments and is instrumental in the chapter consistently receiving the Chapter Recognition Award for the last four years.

Community Service Awards
These awards recognize chapters that have demonstrated an outstanding commitment to community service.

Group A: Northern Virginia Chapter, James B. Davis Jr., Community Service Director; U.S. Army Audit Agency

In recognition of the Northern Virginia Chapter for creating an aggressive community service program that reached out across other AGA chapters as well as other professional organizations. Its diversified program ensured that there was ‘something for everyone’ and chapter activities benefited children, soldiers, the elderly and the needy. The chapter’s outreach has established AGA as an active and vital ambassador to the community.

Group B: Baton Rouge Chapter, Pam Berthelot, Department of Environmental Quality, State of Louisiana

In recognition of the Baton Rouge Chapter for its outstanding support and involvement in community service activities, which has helped those in need, supported education at every level and enhanced the recognition of AGA throughout the community.

Group D: Guam Chapter, M. Francis Quinto, CPA, President-Elect

In recognition of the Guam Chapter’s outstanding participation in community service projects, including fund-raising activities for nonprofit organizations, scholarships for accounting students, developing leadership skills in junior accountants and keeping the environment clean through trash pickups.
