2010 National Award Recipients AnnouncedThe following awards will be presented at the PDC in Orlando July 11–14.
Robert W.
King Memorial Award Douglas K. Haywood, CGFM, CPA, CFE, AGA’s Phoenix Chapter, AGA Past National President; Managing Partner, Douglas K. Haywood PLLC In recognition of Mr. Haywood’s extraordinary commitment, tireless dedication and sustained outstanding leadership to AGA at the chapter, regional and national levels. His work as a volunteer leader and through his service with the Arizona Office of the Auditor General has significantly enhanced AGA’s national prestige and stature in the government accountability profession. Mr. Haywood dedicated more than three decades to advancing government accountability before his untimely death on March 1, 2010.
Einhorn-Gary
Award Robert H. Attmore, CGFM, CPA, AGA’s New York Capital Chapter; Chairman, Governmental Accounting Standards Board In recognition of Mr. Attmore’s efforts to improve and advance government accountability and the financial management profession. He led a major state agency responsible for several vital accounting and financial management systems that has earned numerous awards for excellence and now serves as the chair of the Governmental Accounting Standards Board, which establishes and strives to improve state and local governmental accounting and financial reporting standards. His dedicated efforts over many years epitomize leadership in advancing government accountability, and his contributions to the profession are well recognized at the federal, state and local levels.

Greathouse Distinguished Leadership Award Richard F. Chambers, CGFM, CIA, CGAP, CCSA, CFE, AGA’s Tallahassee Chapter; President and CEO, The Institute of Internal Auditors In recognition of Mr. Chambers’ accomplished professional career. He has demonstrated sustained outstanding leadership and notable contributions to financial management. He serves as a role model of effective leadership. Mr. Chambers’ career is dedicated to improving performance, accountability and transparency in the both the public and private sectors. His achievements are demonstrated by his stellar public service as inspector general of the Tennessee Valley Authority, deputy inspector general of the U.S. Postal Service, director of the U.S. Army Worldwide Internal Review Organization at the Pentagon and more recently in his exemplary service leading The Institute of Internal Auditors.
Achievement of
the Year Award Bert T. Edwards, CGFM, CPA, AGA’s Washington, D.C. Chapter; Executive Director, Office of Historical Trust Accounting In recognition of Mr. Edwards’ long service to the federal government. His work to settle a long-running, contentious lawsuit resulted in payment of $1.4 billion to the plaintiffs, freed up significant federal resources and allowed the government to focus on ongoing management of Indian trust accounts. His work has enhanced the efficiency and effectiveness of trust fund management and improved the federal government’s relationship with Indian tribal nations. Jennifer E. Main, MPP, AGA’s Washington, D.C. Chapter; Senior Vice President, Oakleaf Waste and Recycling Resources for North America In recognition of Ms. Main’s outstanding service and contributions to the U.S. Department of the Treasury and the nation. Her leadership, technical expertise, managerial abilities and foresight as chief financial officer of the Office of Financial Stability (OFS) resulted in a “clean” financial statement opinion and opinion on internal control over financial reporting by the U.S. Government Accountability Office in the OFS’s first year of existence.
Educator Award
LeRoy W. Mitchell, DPA, CGFM, CPA, AEP, AGA’s New York Capital Chapter; Associate Professor of Accounting, Iona College In recognition of Dr. Mitchell’s more than three decades of outstanding efforts to advance student awareness of accounting and accountability issues and the latest standards in government, not-for-profit and private industry. Further, his effort to expose students to the “real” world of accounting has greatly benefited the profession, and his personal involvement in professional associations demonstrates his commitment to lead by example. He has held leadership positions at Iona College and the New York State Society of CPAs in addition to his academic responsibilities. Dr. Mitchell displays a remarkable passion for accounting and staying up-to-date on changes in the profession.

Tierney/Ernst & Young Research Award Ehsan H. Feroz, Ph.D., CGFM, CFE, AGA’s Seattle Chapter; Professor of Accounting, Milgard School of Business, University of Washington, Tacoma In recognition of Dr. Feroz’s dedication to enriching governmental accounting decision-makers’ understanding of accounting standards-setting and focusing on institutional constraints, professional environmental imperatives and highlighting performance measurement issues within federal, state and local governments.

Leader Award of Excellence Michael W.D. Swanchara, AGA’s Washington, D.C. Chapter; Supervisory Accountant, U.S. General Services Administration In recognition of Mr. Swanchara’s commitment to continually create new and innovative ways to improve General Services Administration (GSA) internal controls and communicate financial information in meaningful ways to program managers and the public. He designed and improved the GSA Executive Scorecard, which is distributed throughout the highest levels of GSA and highlights the riskiest balances in GSA financial systems as well as program performance. In addition, he has implemented innovative changes to the GSA Citizen’s Report and Agency Financial Report with interactive web-based features.

Achievement Award Jeanette Franzel, CGFM, CPA, CMA, AGA’s Northern Virginia Chapter; Managing Director, Financial Management and Assurance, U.S. Government Accountability Office In recognition of Ms. Franzel’s outstanding commitment and dedication to advancing accountability in Supreme Audit Organizations around the world and for her work in developing international auditing standards for use in both the public and private sectors.

Group A In recognition of Ms. Chew’s outstanding dedication and service to the members of the Washington, D.C. Chapter over the last three decades. Her tireless work bringing educational events to the financial management community has enhanced the prestige and stature of the chapter.
Group B In recognition of Mr. LeBlanc’s leadership and commitment to AGA through the Boston Chapter, the New England Region and at the national level. Mr. LeBlanc has been involved and contributed to the success of the chapter in every way, including serving as president, vice president of education, vice president of communication, promoting AGA members and encouraging the participation in chapter events. His involvement in the Chapter Executive Committee has been instrumental in the continued success of the Boston Chapter’s education and community service programs.
Group C
In recognition of Ms. Voigt’s leadership in the Southern Wisconsin Chapter. During her term as president, she has improved the chapter’s newsletter, which earned a national award. For many years Ms. Voigt has been the major leader in organizing the chapter’s spring conference. During these times of high budget deficits, she monitors costs so registration fees can be kept to a minimum and attendance can be as high as possible while maintaining high-quality training.
Group D In recognition of Ms. Allen’s outstanding devotion to and accomplishments on behalf of AGA’s Ozarks Chapter, where she has served as secretary, president-elect and president. Her contagious enthusiasm and energy has increased membership by 30 percent this year, and she has introduced the chapter mentorship program to surrounding towns and school systems.
Group E In recognition of Ms. Maydew’s continued efforts, which have rejuvenated the Omaha Metro Area Chapter with PDC events, regular board and membership meetings, community service opportunities and Platinum Award recognition. Ms. Maydew diligently recruited and educated a new board and has ensured that the chapter will continue as a strong chapter.
Group A:
New York Capital Chapter In recognition of the New York Capital Chapter, for its outstanding support and personal leadership in many community service projects. The number of members that actively participate in many of the projects and the level of chapter donations to good causes illustrate the chapter’s level of commitment to “giving something back to the community.”
Group B:
Boston Chapter In recognition of the Boston Chapter’s significant involvement in and commitment to community service. Under the outstanding leadership of the Chapter Executive Committee and the Community Service Committee, the chapter members have enhanced the recognition of the AGA throughout the greater Boston area by supporting local charities, mentoring young adults and volunteering at local charitable events.

Guam
Chapter In recognition of the Guam Chapter, for its giving spirit and outstanding community service program.
In recognition of the Japan Chapter, for sponsoring a free International Accounting and Economics Forum at Yokota Air Base for Japanese accounting students. The forum was a rewarding experience for all involved.
Group A:
Washington, D.C. Chapter The CGFM Committee’s efforts are producing results—two members have passed all three parts of the CGFM examinations and several members have passed more than one part. This is all a result of the committee’s continuous efforts in providing free CGFM training. The CGFM Committee will continue exploring new ways and opportunities for chapter members to earn their CGFM certification.
Group B:
Virginia Peninsula
Chapter In recognition of the Virginia Peninsula Chapter, for members’ innovative and creative persistence in enhancing the recognition and value of the CGFM designation in the Hampton Roads community and the Commonwealth of Virginia. From study groups, personal contacts, exam scholarships and publicity, the chapter’s efforts have produced an increase in and retention of chapter CGFM members, as well as an increase in members interested in studying and sitting for the CGFM Examinations.
Group C:
Guam Chapter In recognition of the Guam Chapter, for promoting the CGFM certification among Government of Guam entities, University of Guam students, faculty and human resources departments, Guam Society of CPAs and Association of Pacific Island Public Auditors.
Group E:
Omaha Metro Area Chapter
Certification In recognition of Ms. Santiago’s passion for AGA and the CGFM certification. She leads by example as demonstrated through her ambitious efforts to revitalize the St. Louis Chapter. Leaders in other chapters have jumped on the bandwagon to do amazing things with certification efforts as a result of Ms. Santiago’s communications and “can do” attitude to think strategically and cost effectively.
Membership In recognition of Ms. Daume’s devotion to AGA’s mission and to her role as Membership Regional Coordinator. She is very conscientious about communicating with chapter membership chairs and chapter presidents to keep fresh ideas and initiatives in the forefront. Her efforts have resulted in several chapters increasing membership. Her personality and creativity fosters the perfect mix for encouraging and coordinating successful membership efforts within the region.
