M105: Fiscal Activities of the Federal Government and Their Impact on States

Edward J. Mazur, MBA, CPA, Board Member, Governmental Accounting Standards Board

Raymond C. Scheppach, PhD, Executive Director, National Governors Association

Moderator: William J. Raftery, CPA, Retired; Former, State Controller, State of Wisconsin

Mr. Scheppach predicts that a three-year period of economic prosperity may be coming to an end and that states will face tighter budgets from rising costs of health care and Medicaid. The federal-state Medicaid program makes up 22 percent of all state spending. States may be in good position to deal with these problems because all 50 states collected more revenue than was budgeted in 2006, using the extra money to bulk up their  “rainy day” funds.
