The key to meaningful performance measurement is to make performance measures useful for managing program results. The Federal Transit Administration (FTA) has initiated performance-based management by generating process-based performance reports to guide accountability and transparency by integrating financial, internal control and performance data to gain insightful multiple views of its operations. The result of these efforts is a better demonstration of the relationship between its program outputs and the growing demand for transit services needed by the citizens. Join Bob Tuccillo as he shares the tools, techniques and processes used to establish and employ the leading performance indicators that FTA uses to generate the performance-based information that management needs. Shelley Metzenbaum has authored numerous reports related to performance management and leads the Obama Administration’s performance measurement and management efforts. Join Shelley as she shares her insights about lessons learned from past federal performance management efforts, directions for the future, links between performance measurement and money (goal-setting, budget, cost controls), and intergovernmental challenges and opportunities.

With the cost of financial system management modernizations rising, human capital challenges become more acute, and a rising demand from the public for real time and reliable information on where and how taxpayer dollars are being spent, it has never before been more critical for the federal financial community to embrace a new and better direction for financial management. Over the past several months, OMB has been working closely with the CFO Council, the Treasury Department, the CIGIE and GAO to identify strategies for meeting new and emerging demands on the financial management and audit communities. This session, led by OMB Controller Danny Werfel, provides you the opportunity to be a part of this important dialogue and effort.
