Russel Honoré, USA (Ret.), Commander of Joint Task Force Katrina and Current CNN Contributor
Moderator: William A. Morehead, Ph.D., CGFM, CPA, Chair of Accountancy, CIS & Finance, Delta State University; AGA National President-Elect and Member, AGA National Executive Committee

When Hurricane Katrina struck New Orleans in 2005, the devastation was more than anyone could have imagined. Images of the city drowning in the waters of the Mississippi and Lake Pontchartrain and of the dire conditions at the Louisiana Superdome and Convention Center showed the world that the United States was ill-equipped and unprepared to deal with a natural disaster of such epic proportions. In spite of questionable leadership on many levels, one leader undeniably changed the course of the disaster: Lieutenant General Russel L. Honoré, the commanding general of Joint Task Force Katrina.

Honoré, the "Category 5 General," swept into New Orleans, surveyed the destruction, took charge, restored hope and started the long process of rebuilding the city. With a trademark swagger and commanding personality, Honoré is a no-nonsense career soldier who always speaks his mind. Possessing a keen sense of situational awareness from his 37-year career and the front lines of the Katrina relief efforts, Gen. Honoré is an authority on getting things done. An expert on preparedness and responding to catastrophe, Gen. Honoré will offer insights and inspire you to develop the skills you need to develop a culture of leadership and preparedness before the next crisis occurs.

High-performing federal finance organizations are those that have moved far beyond the basic accounting, control, compliance and financial reporting tasks that represent the “back room” of finance to a role of regularly providing value and insight to program managers and those in the executive “board room” of the agency, where decision support and strategic leadership occur. Federal CFOs have strongly expressed their desire to make the journey from compliance to value creation, but what does this mean in practical terms? The panel answers this question by exploring high performance across three dimensions—finance operations, program operations and enterprise operations—that comprehensive research shows typify high-performing federal finance organizations.

Moderator: John H. Fisher, Ph.D., CGFM, CPA, CFE, Technical Adviser, Office of Inspector General, U.S. Department of Health and Human Services

The passage of the American Recovery and Reinvestment Act will impact the Single Audit. The increased funding for existing programs, new programs and designation of programs as high risk will change the mix of programs that auditors will be required to test. The timing of the required reports will significantly affect entities, and the type and nature of the information to be reported presents an auditing challenge. The Act requires increased review of single audit quality by the federal inspectors general and increased use and visibility of single audits.

AGA National Community Service Project

Please join AGA Past National President Jeffrey S. Hart, CGFM, CFE, AGA National President-Elect William A. Morehead, Ph.D., CGFM, CPA, and other leaders at AGA's “Third-and-a-half” Annual National Community Service Project. This will be the third consecutive year, and the second time in 2009, that AGA members and their family and friends meet in New Orleans to build a house with Habitat for Humanity for victims of Hurricane Katrina.

By one estimate, as many as 20,000 buildings in the city remain uninhabitable after the 2005 hurricane. In fact, 27,500 families, mostly from New Orleans, are still waiting for their homes to be repaired or for some kind of affordable housing to become available. Stay in New Orleans an extra day, and take part in this fun and meaningful event. You can make a difference.

Contact Jeff Hart for details at 303.312.6169 or hart.jeff@epa.gov. Click here to read his description and see photographs from AGA's April 2008 Habitat work project in New Orleans.
