Department of the Treasury to help federal agencies reduce their
costs and improve efficiencies. It is a web-based portal for
agencies and suppliers to exchange purchase orders, invoices and
payment information, and it provides an agency with invoice
approval workflow. Benefits of IPP to an agency include a
significant reduction in paper processing, invoice exceptions
and supplier phone calls, and improvement in the agency's
adherence to the Prompt Pay Act. In this session, we first give
an overview of IPP and future directions of the program. Then
you’ll hear from some of the agencies using IPP today. Topics
include their rationale for deploying IPP, benefits,
implementation experiences and insights into their transition

To survive in an era of increased competition for federal funding and to meet taxpayer expectations for improved performance efficiency and effectiveness, agencies need to develop a skilled work force. This session addresses how you can effectively engage your work force and build a direct line-of-sight from individual performance plans to agency priorities. Hear options for giving employees ownership of their performance and embracing new accountability standards. By moving from a focus on transactional skills to a focus on strategic knowledge, career-based training programs can mobilize the work force to support performance and accountability requirements, and enable financial organizations to enhance impact and their contribution to the achievement of agency mission.
The panelists also address the administration’s Performance
Management Initiative. A copy of the June 25 OMB Memorandum on Performance
Improvement Guidance: Management Responsibilities and Government

Governments at
all levels have been facing increasing pressure to make
information on financial condition and performance results from
the programs they are managing more easily available. The
American Recovery and Reinvestment Act (ARRA) has only made such
pressures stronger as governments have started putting out
quarterly reports on details of expenses. Given that the “genie
is out of the bottle,” citizen expectations of access to such
information is likely to only increase after ARRA programs are
completed. This presentation reviews the state of the art among
governments reporting on both financial condition and
performance management. We also provide an update on efforts AGA
is undertaking to develop models for improved reporting,
including Service Efforts and Accomplishments and improved
financial reporting.
