Service Efforts and Accomplishments (SEA) Program
Launched January 2003 with grant support
provided by the Alfred P. Sloan Foundation of New York City
The
mission of AGA's Certificate of Achievement in Service Efforts
and Accomplishments (SEA) Report Review Program is to stimulate
and help state and local governments prepare valuable and
comprehensive SEA reports that inform the public, elected
officials and management about their governments efficient and
effective use of taxpayer dollars. To that end, the program
reviews reports and provides recommendations to strengthen the
reports ability to provide useful information and to recognize
through an award structure, those governments that prepare
exemplary reports.
NEW! First Gold Award Recipient
Announced - Bellevue, Washington has received the Gold Award
for SEA Reporting for their 2007 City of Bellevue Annual
Performance Report. An entity receives the Gold award if they
receive fully apply 13 of 17 criteria and receive no scores of
zero from more than one reviewer. Learn more about

NEW! First
Silver Award Recipient Announced -
Vancouver, Washington has received the Silver Award for SEA
Reporting for their 2007 City of Vancouver Annual Performance
Report. An entity receives the Silver award if they receive a
minimum of 24 points with all criterion meeting at least
expectations (one or more points).

NEW! First Bronze Award Recipient
Announced - Charlotte, North Carolina has received the
Bronze Award for SEA Reporting for their 2008 Corporate
Performance Report. An entity receives the Bronze award if the
reports receive a minimum of 17 points based on GASB's 16

New Award
Structure Adopted for Certificate of Achievement in Service
Efforts and Accomplishments Reporting
Numerous governments are just getting started in performance
reporting so to recognize those entities, AGA's Certificate of
Achievement in Service Efforts and Accomplishments Reporting
Program has changed its award structure by adding three new
awards, two for performance reporting and one for continuous
honors.
The BRONZE
award or the "Winning Beginning Award" will be given to reports
that receive a minimum of 17 points based on the GASB's 16
suggested criteria. NOTE: AGA's review structure separates GASB
suggested criterion 15, Easy to Find, Access and Understand into
two distinct criteria for a total of 17 criteria.
The SILVER
award will be given to those entities that receive a minimum of
24 points with all criterion meeting at least expectations (one
or more points).
The GOLD award
will be given to those entities that fully apply 13 of 17
criteria and receive no scores of zero from more than one
reviewer. The GOLD award is the current award structure.
Finally, the
CIRCLE OF EXCELLENCE award recognizes those governments that
have received the "GOLD" award (or the former award) for five or
more consecutive years.
