"As a volunteer
reviewer for the GFOA Distinguished Budget Award program
(and as a member of a county’s budget team that applies
for this review and receives these comments), I wanted
to say that the teleconference review is a great
component of the review process. While one tries to
adhere to criteria, it is impossible to remove all
subjectivity from the process (one is human after all).
However, seeing the scores of the other reviewers and
discussing these scores, especially with a veteran like
Hal Steinberg, really does help improve the process and
help one adhere to criteria. This not only provides
insurance to the jurisdiction submitting the report that
the report will receive an unbiased review; it helps
make the reviewers better at their assignment as well.
I can also see how serving as a reviewer would help in
actually creating an SEA report as well. I hope to be
able to submit a SEA report for my county sometime in
the near future. Keep up the good work."
