Fall 2010—AGA @ 60
AGA celebrates its 60th anniversary on September 14, 2010. We’ll
take a look at the decade since we marked our golden anniversary and
make predictions about what’s ahead for the Association. Writing

Winter 2010—The 20th Anniversary of the CFO Act of 1990
Twenty years ago, landmark legislation changed the landscape of
federal financial management by installing a chief financial officer
at the 24 largest federal agencies. Since then CFOs have been
instituted in most of the other smaller federal agencies and have
become a critical players in agency management. We’ll take a look at
the Act and the impact it has had across government.

Spring 2011:
Federal Fiscal Sustainability
The
federal government’s debt and long-term liabilities is mounting at
an alarming rate. We will take a look at how the financial community
is supporting decision making in addressing this major issue. We’re
interested in articles that address financial reporting standards
for fiscal sustainability, the report of the National
Commission on Fiscal Responsibility and Reform, and the roles and
actions of auditors, budget officials, financial managers and others
in reducing improper payments and providing financial data and
analysis in support of decision-making as well as calling attention

Summer
2011: State of the States
The 50
states have been hard hit by the recession. For many states, the
full impact of the economic slowdown is just now being realized.
From declining tax bases to underfunded employee health care and
pension plans to unprecedented demand for services, we'll look at
the fiscal condition of the states and how government finance
professionals are confronting these challenges. Never before has the
phrase "doing more with less" been so true. Writing Deadline:

Fall 2011:
International Governmental Financial Management
In
response to the global economic crises, many countries are
attempting to improve their public financial management laws and
regulations. First and foremost is the desire to include all
controlled entities (not just budgetary entities) in the oversight
by the legislative bodies. Added emphasis is also being placed on
separating cash management from budgetary control by establishing
treasurer single accounts. Further, many of the developing countries
are reviewing their cash reporting procedures and moving toward
accrual accounting by adopting International Public Sector
Accounting Standards. Last, but not least, is the effort to
implement better internal and external audit procedures for
financial, performance and compliance audits. It is hoped that these
efforts will reduce the level of corruption in all countries. Writing

Enterprise
Risk Management
In an
era of failures to identify mission risks and the realization of
vast consequences in our society, what is being done to address
enterprise risks in government organizations? We are looking for
success stories in managing risks and articles that highlight
approaches that manage risk in the context of the mission of the
entire enterprise rather than focusing on stovepipe compliance
programs. Writing Deadline:
