Governments at all levels face enormous pension and other
post-employment benefit liabilities. Many pension systems took a big
hit during the economic downturn in 2008. Now compensating
contributions and unfunded OPEB liabilities are seriously straining
budgets everywhere. Will pension investment strategies be able to
recover and keep pace? Will the pressure cause some pensions and
OPEBs to be redesigned? Are pension and OPEB liabilities the next

Our
nation’s debt has never been greater. States and localities are also
struggling with growing deficits. Where do we go from here? Raise
taxes, cut expenditures, look for efficiencies by reducing layers of
government, partner with the private sector on enterprises or
partner with neighboring communities to share services such as
public safety and public works? All of these options are on the
table as governments try to balance the services citizens demand

Government Financial Management Reporting
The advent
of
Recovery.gov
ushered in a whole new era in real-time government financial
management reporting. But how effective is the raw, unaudited data
in telling citizens where their government stands financially? AGA
has advocated the use of the Citizen-Centric Report to give citizens
a “snapshot” of where their government has been, where it is now and
where it is headed in the next year. Other new ideas about reporting
will be covered with a focus on timely reports that can satisfy the
need for accountability and also aid in decision-making. Writing
