AGA Reinvigorates
Academy for Government Accountability
Many longtime AGA members will remember
AGA’s Education and Research Foundation. Incorporated in 1979,
the foundation was established “to contribute to the improvement
of education in the field of federal, state and local government
accounting, auditing, budgeting and financial management.” The
foundation provided educational events, scholarship awards and small
research projects in the mid-1990s. In 1999 the foundation informally
changed its name to the Academy for Government Accountability to
oversee AGA’s education and research programs. Click here to read more about the Academy.
NEC Discusses
Academy, Agrees to Distribute Hurricane Funds
AGA's National Executive Committee
(NEC) met in Arlington, VA, Dec.12 and had a very productive meeting
that continues to lead AGA in a positive direction. Reviving the
Academy for Government Accountability is at the top of the NEC’s
agenda as they agreed to move forward in reestablishing the Academy
(see article above). Draft bylaws for the Academy will be reviewed at
the NEC's February meeting. Progress on the 2006 National Internal
Controls and Fraud Prevention Conference continues with the appointment
of the technical committee co-chairs: Nikki Tinsley, CPA, David Hancox,
CGFM, CIA, and Nancy Valley CGFM, CPA. Larry White, CGFM, was approved
as a new member of the Professional Certification Board and Sidney
Kaplan, CGFM, was approved to a three-year term on the CEAR Board. As
reported in the Jan. 9 issue of TOPICS, the NEC voted to
distribute the contributions from the Hurricane Katrina relief fund to
the New Orleans, Montgomery and Jackson, MS chapters. These

CGFM Profile: Rosy
Moore Spreads Word About the CGFM
Austin
Chapter Member Rosy Moore is using her experience in earning the CGFM
certification to help other AGA members pass the three exams. She
served as a regional CGFM coordinator, helped bring one of the CGFM
training courses to Austin and helps in other ways. Moore, who is not
only a CGFM but a CPA, CPFO (Certified Public Finance Officer) and CEBS
(Certified Employee Benefit Specialist) clearly believes in the value
of certification. In fact, she was preparing for her CPFO while she was
part-way through the process of earning her CGFM, an experience she
wouldn’t want to repeat. “Concentrate on one certification
at a time,” she said, “I was trying to do too much.”
She took on the CGFM because she felt that government finance managers
needed a certification they could call their own—a credential
that showed they had knowledge, skills and experience in government
accounting and auditing. “I think it reflects that you are
dedicated and committed to your profession,” she said, referring
to the rigorous continuing professional education requirements to
maintain the CGFM. “It’s a designation that shows you care

2004-2005 AGA Baltimore Chapter President, and her husband, John, have
welcomed twins into their lives. Jordana and Justin were born Dec. 21
at 6:41 a.m.
Robert A. Isaacs, CGFM, a member of AGA’s
Baltimore Chapter, has retired from the U.S. Department of Defense.
Peggy White, a member of AGA’s Baltimore
Chapter, has retired from the Social Security Administration after 36
years of service.

Independent
National Officer Nominations
In accordance with the
Association's bylaws, AGA will accept independent nominations from AGA
members via petition until Feb. 1, 2006. At that time, if no other
nominations are received, the Bylaws and Procedures Committee will
conduct an election to determine the officers. If no other candidates
are received, the Nominating Committee's slate will take office on July
