Hires Anna D. Gowans Miller, CPA, as Technical Manager
Anna D. Gowans Miller,
CPA, has accepted the newly created AGA staff position of technical
manager. Having a technical manager on staff will enable AGA to
better represent the interests of members in matters regarding
government financial management legislation and regulation. Anna
will monitor, research and analyze government financial management
issues and develop strategies and position papers for committee
review. She will work
with the AGA team to keep the membership informed on legislative and
regulatory developments, and with the executive director to identify
emerging issues and topics for research projects and educational
programs. She will be AGA's liaison to the OMB, GAO, FASAB, JFMIP,
GASB and FASB, IFAC, IASB, and PCAOB for governmental and public
sector financial management issues.
Having a subject matter
expert on staff as a technical manager enables AGA to improve its
lines of communication with congressional legislators, regulators,
agency CFOs and IGs, and provide better service to AGA members. AGA
intends to become more proactive in monitoring legislative
developments in the financial management arena, and in responding to
proposed federal, state and local governmental accounting and
auditing standards. Anna will support AGA’s plans to participate
in and initiate research projects, and write technical papers and
other research-oriented articles.
The position will help the AGA become a leader in the federal
financial management community.
Anna comes to AGA
prepared for the challenges after having served as a technical
manager with the AICPA. She has also been the financial management
and best practices staff expert in the House of Representatives’
Government Reform and Oversight Committee, and has evaluated quality
management process improvements throughout the U.S. Department of
Defense and the military services.
Anna said she is excited
to be AGA’s first technical manager and to be part of the AGA
team. She believes that a staff member well versed in government
financial management will help transform the Association into a
thought leader for advancing government accountability.
