Patrick T. Shine,
a member of AGA’s Indianapolis Chapter, and the acting director of
the Defense Finance and Accounting Service (DFAS), has been
recognized by Secretary of Defense Donald Rumsfeld as a recipient of
the Department of Defense Distinguished Civilian Service Award. The
award is the department’s highest award for career civilian
employees. Shine’s efforts as director of Military and Civilian Pay
Services and previously as director of Operating Forces at DFAS
helped improve the way pay entitlements are delivered to about 5.9
million people annually. His leadership resulted in reduction of
problem disbursements by more than $12 million in 2002 alone. His
efforts also helped modernize the way military members, military
retirees and Defense civilians access their personal pay account
information. Shine’s leadership in promoting the President's
Management Agenda led to the selection of DFAS as one of four
federal payroll service providers as part of the Office of Personnel
Management's ePayroll initiative. The initiative consolidates
payroll services from 22 providers to four and is estimated to save
more than $1 billion over 10 years.
