Samuel T. Mok, CGFM,
chief financial officer (CFO), U.S. Department of Labor, and
Patricia E. Healy, deputy chief financial officer
(CFO), U.S. Department of Agriculture, received the Donald L.
Scantlebury Memorial Award at the March 10 Federal Financial Management
Conference, sponsored by the JFMIP Principals and the U.S. Chief
Financial Officers Council, in Washington, D.C. Mok and Healy are
members of AGA's Washington, D.C. Chapter.
The Scantlebury Award recognizes distinguished leadership in
financial management improvements in the public sector.
Victoria Campbell-Morris, a
member of AGA’s Jackson Chapter, was recently promoted to budget
analyst at the VA Medical Center.

Tournament
Start the conference off right by

17 for the PDC 2006 Golf Tournament at Riverwalk Golf Club, American
Golf's 27-hole championship resort golf course!
Fee: $35 per
person—Includes greens fees, golf cart, gratuities,
range balls, breakfast, lunch and transportation. The tournament begins
at 8 a.m., shotgun start. Prizes will be awarded at the end of
play.

This is the second in a new series of
breakfast meetings—Meet the Financial Management
Policy-Makers. AGA Executive Director Relmond
Van Daniker, DBA, CPA, will moderate a discussion with Comptroller
General of the United States David M. Walker on the financial
challenges facing major agencies of the federal government and the
fiscal outlook for 2007 and beyond. Walker will take questions
after his talk. Federal chief financial officers, inspectors general
and representatives from OMB and GAO will participate. There will also

Atlanta for Internal Control, Fraud Conference
AGA is
proud to announce its latest educational offering. The First
National Internal Control and Fraud Conference will be held on
September 25-26, 2006 at the Grand Hyatt Hotel in downtown
Atlanta,
GA. With a theme of "Fraud Prevention and Detection: The
Newest Tools and
Techniques," the conference will focus on management's
responsibility
for ensuring a good system of internal controls and the role
of
all accountability
professionals in minimizing the risk of fraud, waste and
abuse.
Hear from leaders in government and private industry who will
discuss
the latest discovery techniques and lessons learned from
various schemes, and how different levels of government are cooperating
to
improve services to citizens. Watch for updates on the
conference in the weeks ahead on AGA's

March is
CGFM Month!
The
initiative to declare March "CGFM Month" is growing every
year. To date, at least 12 states have declared March 2006 "CGFM
Month" (with 4 more offering their support in recognition and
congratulatory letters and proclamations). This year the local
governments also joined in recognizing the CGFM. And we are not done
yet! Visit

leadership and hard work and join in the celebration!

Chapter Newsletter Editor and Website Contests
It’s time again to enter the Chapter Newsletter Editor and
Website Contests, which bring recognition to the chapters that produce
the best newsletters and websites in each chapter group. To enter the
newsletter editor contest, send copies of your chapter’s
October 2005, November 2005 AND February 2006
newsletters to Chris Camara by
April 10, 2006. If you received a Chapter Newsletter
Award last year and would like to judge this year, e-mail Christina Camara. When all
entries are in, we will pick ONE month out of a hat and all entries
from that month will be judged. All working chapter websites will
be judged during the week of April 10. The judges will be
accessing your sites using the chapter listing. Please be sure that we have the
most up-to-date version. Read the award criteria and learn
more details about the contests. Contact Jennifer Curtin with questions
about the website contest.
Chapter Education Survey
Last week, a survey was distributed to
the chapter presidents to gather information about their
chapter’s educational needs. Eveanna Barry, AGA’s director
of education, and Ray Harris, CGFM, director of chapter operations,
have created the document based on the November 2004 survey and its
results. The purpose of the survey is to identify chapter
educational priorities and to determine topics of interest for future
audio conferences, training programs and speakers. Due date for
completion of the survey is March 29, 2006.
The goal is to receive feedback from all
chapters. Results will be shared with the chapter presidents, the
regional coordinators of education and the Regional Vice Presidents.
The survey will be discussed at the Professional Development Conference
in San Diego in June.
Please encourage your chapter president to
complete the survey so that National can assist you in arranging strong
education programs. This is your AGA and we need your input. For more

Take Part
in AGA Research Study by Completing Online Survey
AGA needs your help by completing an online survey. Financial
services in the Federal Government are undergoing a period of great
change-new systems, new architecture, new technology, Centers of
Excellence, e-Gov and increased customer expectations.
We are surveying people in the financial management community
for
their opinions of these topics and what improvements they recommend.
The survey is anonymous. Take the survey. For
more information on the AGA Research Program, please contact Anna Miller, director of
Research.
The results will be incorporated into a written report
distributed and discussed at AGA's 55th Annual Professional Development
Conference and Exposition in San Diego, June 18-21, 2006.
Look for a
GASB Survey
The
Financial Accounting Foundation has engaged the National Research
Center to conduct a public opinion survey regarding the Governmental
Accounting Standards Board. The survey is an important element of the
GASB’s efforts to communicate with its constituents and engage
them in the standards-setting process. AGA members may be randomly
selected to participate in the survey, which will be administered in
the latter part of March. If you receive the survey, you are strongly
encouraged to respond promptly.

The Public Sector Financial Management (PSFM) Fellowship
(www.psfm.us) has just selected its 2006 class. This small,
talented, and seasoned group of graduate students hales from some of
the nation's top schools of public affairs (Columbia, Harvard, Pitt,
UC-Berkeley, Minnesota, Virginia Tech, Arizona, and the University of
Washington). The program was designed to attract next-generation
financial leaders into government. The timing couldn't be better. A
growing wave of retirements is one reason. Another involves the
worsening fiscal state of our public enterprises. Both act as a double
whammy underscoring the need to infuse our public enterprises with
really smart, well-prepared financial managers.
