From the National President
After serving more than eight months as your National President, I am very pleased to report to you that much has been accomplished with the help of the NEC, the NBD and the National Office staff. The following are some highlights.

1. A stronger process of internal control attestation has been drafted by the FBC and will be presented to the NBD this June for ratification. Relevant senior managers within the National Office will be required to attest to the adequacy and compliance of established internal control processes within their area of responsibility (similar to key elements of OMBA123 or SOX). The chain of attestation will go from senior managers to the executive director, the executive director to the treasurer, and finally, the treasurer to the National President who in turn attests to the NEC. This will address the three important management control questions I’ve talked about frequently (What do you know? When did you know? Should you have known?) Read more.

American Recovery and Reinvestment Act of 2009 Topic of Wednesday Breakfast
Have your morning coffee and eggs on us. Network with your peers at the Meet the Financial Management Policy-Makers breakfast, scheduled for 7:30 – 9:30 a.m. April 8 at the Willard Hotel in Washington, D.C. AGA Executive Director Relmond Van Daniker, DBA, CPA, will moderate a discussion with Gene Dodaro, CGFM, Acting Comptroller General, U.S. General Accountability Office (GAO) on GAO’s plans to carry out its oversight role related to the American Recovery and Reinvestment Act of 2009 (Recovery Act). The Recovery Act assigns GAO a range of responsibilities to help promote accountability and transparency.

There will be time for Q&A from the audience after the discussion. Federal, state and local leaders will participate along with AGA Corporate Partners. We expect to have close to 125 participants.

Take the CGFM Examinations Before the PDC

Most members know how beneficial AGA membership is to their networking and career development. No one knows the value of AGA membership better than you, our members.

Recovery Act Audio Conference Set for April 22
AGA, in conjunction with the National Association of State Auditors, Comptrollers and Treasurers, the Association of Local Government Auditors and the Government Accountability Office (GAO), is pleased to announce a new audio conference —"The American Reinvestment and Recovery Act of 2009," set for 2 – 3:50 p.m., EDT, April 22.

Due to the important nature of this program, the cost per site has been reduced to $125, half the regular early registration rate. This audio conference will be an opportunity for public and private sector financial management professionals to hear from high-level GAO executives about the recently enacted American Reinvestment and Recovery Act of 2009. The GAO executives will discuss the Act’s requirements for their agency and the need to coordinate with state and local financial managers. They will also discuss GAO’s proposals for fulfilling its review and audit requirements and will solicit the views and perspectives of audio conference participants. Read more and register.

OMB Seeks Input on Recovery Act Data Elements
On April 1, 2009, OMB took the significant step of issuing standard data elements that would be used for reporting under the American Recovery and Reinvestment Act of 2009 (Recovery Act).  The public has until May 1, 2009 to comment on the data elements, which will be used in the reporting of grants, loans and cooperative agreement spending under Section 1512 of the Recovery Act. The proposed data elements may be accessed online. Comments may be sent via email to mpridgen@omb.eop.gov. AGA asks that its members also submit their comments on the data elements to us at hsims@agacgfm.org, so that AGA can stay apprised of our members’ views on the Recovery Act and implementing guidance. Once the standard data elements are approved, each federal agency must require its recipients of grants, cooperative agreements and loans made under the Recovery Act to report the information and data electronically through a central Government wide portal or through an agency information collection process.  AGA is working to help its members stay abreast of the latest Recovery Act developments.
