AGA Government Financial Management Training Program

AGA has developed a training program for accountability professionals in the government financial management field. The training program provides 48 hours of quality continuing professional education (CPE) and is divided into three areas:

  • Course 1: The Government Environment (1 day, 8 CPE hours). This course is also offered in a self-study online format, (also worth 8 CPE hours)

The Government Environment describes the unique aspects of government and how those aspects differ from the private sector and nonprofit organizations. It is designed for accountants, auditors, budget professionals and controllers in government as well as academics and other professionals who have an interest in government. It is particularly appropriate for newly hired professionals.

  • Course 2: Governmental Accounting, Financial Reporting and Budgeting (3 days, 24 CPE hours)

The Governmental Accounting, Financial Reporting and Budgeting covers the general principles of governmental accounting, financial reporting, performance measures and budgeting. It also covers the unique aspects of accounting and reporting for the federal government as well as state and local governments. It is designed for accountants, auditors, budget professionals and controllers in government as well as academics and other professionals who have an interest in government. It is particularly appropriate for newly hired professionals.

  • Course 3: Governmental Financial Management and Control (2 days, 16 CPE hours)

Governmental Financial Management and Control covers various financial management functions and controls required of government financial managers, including internal controls, auditing, performance measurement, financial analysis techniques and specific financial management practices used in government. It is designed for accountants, auditors, budget professionals and controllers in government as well as academics and other professionals who have an interest in government.   • Reviewing and Improving Performance and Accountability Reports (PARs) worth 2 CPE hours. This event is designed for individuals serving as reviewers in the CEAR Program and other accountability professionals who want to review and identify ways to improve federal agency PARs. Participants leave with a clear understanding of the CEAR Program's evaluation process and how to help their own as well as other federal agencies improve their reports
     

  • Producing An Excellent Performance and Accountability Report (PAR) worth 2 CPE hours. This event is designed to provide federal accountability professionals involved in the development of PARs with information and tools to improve federal agency PARs. Participants will leave with a clear understanding of how to help their own federal agency as well as other federal agencies to improve their reports.

  • Reviewing and Improving "Service Efforts and Accomplishments (SEA)" Reports, worth 4 CPE hours. This event is designed for individuals serving as reviewers in the SEA Program and other state and local government accountability professionals who want to review and identify ways to improve state or local government performance reports, (also call a service efforts and accomplishments report). AGA Research Program
________________________________________________________________________________ 

AGA plans to do independent research and develop pilot studies and White Papers that will present assessments of current practice and make recommendations to improve federal, state, and local governmental accounting, auditing, and financial management. Research will be conducted on a variety of topics. These may include: identifying and recommending best practices in internal control procedures and reporting and other federal financial management areas; participating in studies to determine standard practices and procedures for measuring performance and developing performance management and measurement standards; and developing common performance measures for grants management at federal, state, and local levels. After the research is completed, it is possible that courses worth CPE will be developed to explain and provide guidance on the best practices identified in the research.

Lesli Cathey, CGFM, a member of the AGA Austin Chapter and the Texas-Oklahoma Regional Vice President-Elect, has been promoted to manager of the Texas School Performance Review at the Legislative Budget Board. The program was transferred to the budget board from the Comptroller’s Office.

Baltimore Chapter members Allison Chrest, of the Social Security Administration, and Sheila East, of the Defense Contract Audit Agency, both passed the Certified Public Accountants examination.

Patty Hamm, CGFM, a member of the AGA Austin Chapter, is the proud parent of Jenna Louise Hamm, born on March 9.

Rosy Moore and Kay Davis, members of the AGA Austin Chapter, each won $500 scholarships to offset costs associated with earning the CGFM certification.

Meredith Williams, CGFM, a member of the AGA Denver Chapter, an AGA Past National President and the executive director of the Colorado Public Employees’ Retirement Association since 2000, has been elected chair of the Council of Institutional Investors. The council is an association of more than 140 public, corporate and union pension funds with assets of more than $3 trillion. The council focuses on shareholder rights, and members meet with federal elected officials, business leaders and the corporate governance community to promote those rights. Council members also provide testimony at congressional hearings, write articles on corporate governance topics and speak at professional conferences. Williams said, “These are exciting times for those devoted to increasing shareholder value through good corporate governance. I am honored to work with council members and staff as we seek to effectively convey our message to Congress, regulators, the market and corporate leaders.”
