financial management field. The training program provides 48 hours

into three areas:
The Government
Environment describes the unique aspects of government and how those
aspects differ from the private sector and nonprofit organizations.
It is designed for accountants, auditors, budget professionals and
controllers in government as well as academics and other
professionals who have an interest in government. It is particularly
appropriate for newly hired professionals.
The Governmental
Accounting, Financial Reporting and Budgeting covers the general
principles of governmental accounting, financial reporting,
performance measures and budgeting. It also covers the unique
aspects of accounting and reporting for the federal government as

Governmental
Financial Management and Control covers various financial management
functions and controls required of government financial managers,

AGA Research
Program

AGA plans to do
independent research and develop pilot studies and White Papers that
will present assessments of current practice and make
recommendations to improve federal, state, and local governmental
accounting, auditing, and financial management. Research will be
conducted on a variety of topics. These may include: identifying and
recommending best practices in internal control procedures and
reporting and other federal financial management areas;
participating in studies to determine standard practices and
procedures for measuring performance and developing performance
management and measurement standards; and developing common
performance measures for grants management at federal, state, and
local levels. After the research is completed, it is possible that
courses worth CPE will be developed to explain and provide guidance
on the best practices identified in the research.

Rosy Moore and Kay Davis, members
of the AGA Austin Chapter, each won $500 scholarships to offset

Meredith Williams, CGFM, a member
of the AGA Denver Chapter, an AGA Past National President and the
executive director of the Colorado Public Employees’ Retirement
Association since 2000, has been elected chair of the Council of
Institutional Investors. The council is an association of more than
140 public, corporate and union pension funds with assets of more
than $3 trillion. The council focuses on shareholder rights, and
members meet with federal elected officials, business leaders and
the corporate governance community to promote those rights. Council
members also provide testimony at congressional hearings, write
articles on corporate governance topics and speak at professional
conferences. Williams said, “These are exciting times for those
devoted to increasing shareholder value through good corporate
governance. I am honored to work with council members and staff as
we seek to effectively convey our message to Congress, regulators,
the market and corporate leaders.”
