CPAG Research Project
The first research project of AGA's Corporate Partner Advisory Group will be
discussed at 1:30 to 2:45 p.m. June 28 during the PDC. Neil Tierney, CGFM,
will lead a panel discussion with David Zavada of OMB and Dennis Duquette, CGFM, of the Office of Inspector General, U.S. Department of Health and Human Services, on developments in reporting requirements for federal agencies. The speakers will focus on the developments of the Committee of Sponsoring
Organizations of the Treadway Commission (COSO), which produced the COSO Report, Internal
Control-Integrated Framework. Also, the panel will talk about the
Sarbanes-Oxley Act of 2002 and the subsequent creation of the Public Company Accounting
Oversight Board (PCAOB) and its proposed standard, An Audit of Internal Control
over Financial Reporting Performance in Conjunction with an Audit of Financial

From the National Office
Due to family circumstances, Lin Latham has departed as AGA's Director of Education. She said that providing AGA's members with quality and affordable CPE was her main goal. Recently she spearheaded the creation of the AGA Education catalog that provides information about all of AGA's CPE opportunities which can be found on the AGA website.
Over the years, Lin said she developed many wonderful relationships within AGA and will miss the personal interactions with AGA members. She was thankful for the professional experience and hopes many will keep in touch.

For outstanding FY 03 Performance and Accountability Reports
Congratulations! AGA presents the Certificate of Excellence in Accountability Reporting to federal government agencies whose Performance and Accountability Reports (PARs) achieve the highest standards communicating results and demonstrating accountability. The award hallmarks high-quality PARs that effectively illustrate and assess program performance—both accomplishments and shortfalls—and the cost of that performance.

The CEAR Program helps raise the quality and usefulness of performance information through promulgation of report guidelines, training workshops for report preparers and program reviewers, an in-depth peer review of each PAR, opportunities to serve as reviewers, and an annual comprehensive compilation of commendable practices, examples of creativity and practices in need of improvement. Eighteen federal agencies participated in the FY 03 PAR evaluation.

Producing an Excellent Performance and Accountability Report

This popular training provides a clear understanding of how federal agencies can improve Performance and Accountability Reports. The CEAR Program's Review Guidelines, a comprehensive compilation of annually updated federal financial and performance reporting standards, regulations and authoritative guidance, serves as the basis for instruction and is a valuable overview. This meeting is your chance to get to know other members and learn more about the role of the Board in influencing accounting and auditing standards in the public sector, in the U.S. and around the world! Members, current or future, (or those who are just interested and may want to join the Board in the future) who are attending the PDC, or who live in the immediate Washington D.C. area, are invited. SEA Program's Pilot Phase Evaluations Completed
Evaluations of the 20 charter government SEA reports submitted under the Pilot Phase are now successfully completed! This first cycle of report evaluations served as a test run of the program's overall process, review criteria and point system. AGA is now collecting feedback from participating governments and reviewers, compiling program results and closing out the Pilot Phase while preparing for the Implementation Phase. Are These CPE Courses Applicable Toward My CGFM Designation?
This is a question that we hear often in the CGFM department. Since a CGFM holder is initially responsible for determining whether a topic or subject qualifies as acceptable CPE, we encourage you to review the "Interpretation of Continuing Professional Education Requirements" booklet available on the AGA website or in hard copy from the CGFM office.

The booklet outlines some criteria for group and self-study programs, such as having an agenda or maintaining attendance records (see Nos. 26-28). It gives examples of types of activities that would not qualify for the CGFM, such as basic or elementary courses in topics and subjects in which the CGFM already has the necessary knowledge or programs restricted to the financial management organization’s administrative operations (see No. 34).

Not sure if the subject of the CPE course qualifies for the CGFM? You should answer "yes" to these questions:

1. Are these CPE hours in government financial management topics or related technical subjects applicable to government financial management?
2. Do these CPEs contribute to maintaining or enhancing my professional proficiency as a CGFM holder?

The Interpretation booklet also lists examples of topics and subjects that usually qualify as appropriate CPE for the CGFM designation (see No. 32).

Did you know that you could earn CPEs for being a speaker or for publishing an appropriate article? Did you know that there is a restriction on how many hours you can earn in that capacity in any two-year period? See No. 42-43 for more information.

News from the Minneapolis/St. Paul Chapter

Dear AGA Members:
We have regretfully received word that Jeff Conner passed away Monday morning after a 15-month battle with colon cancer.

This past year Jeff served as an invaluable Executive Committee member as our Education Chair. He planned and coordinated our educational seminars and several luncheon meetings. He continued to serve the Chapter in its most important function while coping with cancer treatments.

Jeff's wonderful personality and never ending smile will be greatly missed by all those who had the pleasure to know and work with him.
