AGA Announces Audio Conference Schedule for 2008–2009 Program Year


Proposal to Redefine “Retired” Members, CGFMs on NBD Agenda
At the July 27 National Board of Directors (NBD) meeting, to be held at the 2008 Professional Development Conference in Atlanta, GA, one of the items on the agenda will be a proposal to revise the definition of the Retired member category in the AGA National Bylaws. This action requires a formal vote of the NBD.

The current definition of retired members is “individuals who have retired from and are no longer substantially working in the government financial management community” (Article IV Membership Section 6). The same definition has been used for CGFM retired status. The proposed new definition is “individuals who have permanently retired from and are not working in the field of financial management.” Read more.

AGA National President Richard L. Fair, CGFM, a member of the Trenton Chapter and the New Jersey state auditor, received the National Association of State Auditors, Comptrollers and Treasurers William R. Snodgrass award in June at the National State Auditors Association conference in Baltimore. The award was given to Fair for his involvement in committees and conferences as well as his leadership on a national level in promoting accountability and government auditing excellence.

Bob Peterson, a past president of AGA's Philadelphia Chapter and AGA's Trenton Chapter and current Philadelphia Chapter webmaster a regional audit manager in the Mid-Atlantic Region of Defense Contract Audit Agency, won the Gold Medal as Manager of the Year in the Philadelphia Federal Executive Board's awards ceremony attended by more than 1,100 people on Thursday, May 8.

The following AGA members were elected to leadership positions with the National State Auditors Association (NSAA): Russell W. Hinton, CGFM, CPA, Georgia’s State Auditor and a member of AGA’s Atlanta Chapter, was elected president; Debra K. Davenport, CGFM, Auditor General of the State of Arizona and a member of AGA’s Phoenix Chapter, was elected President-Elect; Walter J. Kucharski, Auditor of Public Accounts of Virginia, was elected Secretary-Treasurer. Elected to NSAA’s executive committee were Lynn Canton, Deputy Controller, Office of the New York State Comptroller, and a member of AGA’s New York Capital Chapter, and John G. Morgan, Tennessee Comptroller of the Treasury, and a member of the Nashville Chapter.


Academy Chooses New Chairman
C. Morgan Kinghorn Jr., CGFM, was elected unanimously as chairman of the Academy for Government Accountability Board of Trustees last Wednesday. Kinghorn is the chief operating officer, Global Public Sector, Grant Thornton LLP. The Academy for Government Accountability is a 501(c)(3) whose mission is to support research and education initiatives and advance thought leadership in bringing transparency and accountability to government financial management and forge relationships among government, business and academia to further such goals. The Academy sponsors the Mortimer Dittenhofer Dissertation Award and the Raymond Einhorn Research Award.

From the National President, Richard L. Fair, CGFM
It is difficult for me to believe that this is my last article as National President. It was indeed an honor to serve the AGA community during this past year. Although I have been an AGA member for more than 30 years, until this year I was never exposed to the depth and breadth of our membership. Each of us should be proud to be part of this great organization.

I would like to congratulate the hundreds of volunteers who believe in this great organization and work tirelessly to improve the government accountability profession. I would like to thank the members of the National Executive Committee who provide their varied backgrounds and experiences to help AGA prepare for the future. Finally, I would like to thank all the staff of AGA. I have never met a more dedicated and professional staff.

I applied for nomination as National President to give something back to my profession, but I ended up receiving much more than I gave. Thank you for the privilege to serve, and I hope to see you next month at the PDC.

The State of South Carolina Adopts ‘Citizen-Centric’ Approach to Financial Reporting
Clear and understandable reporting is ‘vital’ in the 21st Century, says Richard Eckstrom, CPA, South Carolina’s Comptroller General. South Carolina has become the latest state to publish a Citizen-Centric Report as a means of communicating clear and understandable government financial information to its taxpayers, and encouraging citizen-involvement in the state’s budgeting process.

The Citizen-Centric Report, recommended by AGA, is a four-page document produced annually, that clearly expresses the state of government finances in a way that avoids complex, technical detail and presents information in a visually appealing, clear and straightforward format.  South Carolina’s report follows the suggested format, with the first page laying out community information, the second, a performance report on key missions and service, the third cost and revenue information and the fourth, a look forward to the year ahead.
