Member News
John Phillips, CGFM, CPA, a charter member of AGA's Guam Chapter, is retiring as a professor of accounting at the University of Guam after a 22-year career. Phillips has been a dedicated member of the chapter since its beginning, participating on the board, teaching courses, attending nearly every chapter meeting and the PDC each year, the last one in 2005 in Orlando, FL. He has served as president of the chapter four different times, and worked with AGA's Hawaii Chapter to establish the Pacific Rim Region. He continuously chaired the Education Committee until his retirement. He was instrumental in bringing AGA's CGFM courses to Guam and helping the chapter earn the prestigious National Award for Education for Program Years 2008 and 2009.  Phillips has also served as Regional Vice President and a Regional Education Coordinator. His colleagues at the Guam Chapter recently awarded him the Chapter Service Award for his many years of valued service, calling him a "link to the past, a guide to the future, and a mentor for all." Congratulations!

Conn. City Embraces Citizen-Centric Model of Communicating with Citizens
Mayor Dannel P. Malloy of Stamford, CT, announced that the city on July 6 released a four-page ‘state of the government report’ as part of a national initiative by AGA to bring clarity to reporting in municipal, county and state governments. In doing so, the City of Stamford joined other states, counties and municipalities in adopting the model used by AGA’s Citizen Centric Initiative, which kicked off in March 2007. The report was also included in tax bills. “It’s so important for residents to know and understand what their local government is doing,” said Mayor Malloy. “This should provide that transparency, and ultimately make government work even better.” —StamfordPlus.com. Next Steps in Accountability and Control Over Recovery Act Funds
AGA, in conjunction with the National Association of State Auditors, Comptrollers and Treasurers (NASACT), and the Association of Local Government Auditors (ALGA), is pleased to announce a new audio conference addressing the management strategies to comply with the American Reinvestment and Recovery Act reporting requirements. The audio conference, worth 2 CPE hours, is set for 2 – 3:50 p.m. EDT Aug. 12.

Our panelists will discuss risk management plans and approaches at the federal agency level, the new Office of Management and Budget (OMB) reporting requirements, efforts under way at the state and local level to prepare for such accountability and transparency, and other issues raised during the course on AGA’s ongoing research project related to Recovery Act implementation.

Speakers are Marcia Paull, Chief Financial Officer, Office of Justice Programs, U.S. Department of Justice; John Radford, CGFM, CIA, CFE, Controller, State of Oregon; Daniel I.
