Performance Management and Reporting Audio Conference Set for Wednesday
AGA, in conjunction with the National Association of State Auditors, Comptrollers and Treasurers (NASACT) and the Association of Local Government Auditors (ALGA) is offering an audio conference on Performance Management and Reporting, set for 2 - 3:50 p.m. EDT Aug. 8 and worth 2 CPE hours. Speakers will explore how performance management and reporting allows government officials to improve service delivery and resource allocation.

To share their practical experiences and to learn the latest in the GASB Service Efforts and Accomplishments Project will be Jay Fountain, CGFM, CPA, CMA, GASB Consultant; Michael Lawson, Director, ICMA Center for Performance Measurement; and Michael Matthes, MPA, Assistant City Manager, Des Moines, Iowa. Cost is $299 (unlimited attendance).

Academy for Government Accountability's 
Mortimer Dittenhofer Dissertation Award Announced

The 2007 recipient of the Academy for Government Accountability's Mortimer Dittenhofer Dissertation Award is C. Patrick Washington.  Patrick is completing his Ph.D. in Public Administration at Virginia Polytechnic Institute and State University expects to complete the program next August. Patrick will receive his award on Monday, August 6 (today) at the Government and Non Profit Section luncheon during the American Accounting Association Annual meeting in Chicago. His dissertation is tentatively titled "The Fiscal Implications of a Catch-22 Mission: the Federal Emergency Management Agency and the Proliferation of Improper Payments in the Aftermath of Hurricane Katrina".

For those of you who had the opportunity to attend AGA's 56th Annual Professional Development Conference & Exposition in Nashville, I hope you enjoyed it as much as I did. For those who were unable to attend, you missed a great event. More than 1800 attended this year’s educational event and the topics and speakers were the best ever!

It is indeed a pleasure to serve as AGA’s 58th National President. I have been a member of AGA for 30 years and know its value. AGA is the only professional organization where individuals interested is government accountability can meet with folks with similar interests at all three levels of government. That is why I am promoting “Intergovernmental Cooperation” during my tenure as President.

Governments at all levels are facing similar financial challenges. The cost of providing the services that our constituents have come to expect are growing much faster than our revenues. Social Security, health care, education and retiree benefits are all programs that threaten the very financial health of our cities, counties, states and even the federal government. In many cases the threat is not immediate, but it surely exists and will certainly impact future generations of Americans.

AGA provides the perfect forum to identify possible solutions and promote their implementation. There are 15,000 of us who have real interests in these issues and the talent to do something about it, but only if we work together. These problems are not specific to any one level of government, but affect us all. It is imperative that we work as one to find solutions and not merely shift the problem to a different level of government.

I look forward to working with you all during this next year, and I thank you for caring enough about our profession to be involved.

CGFM Profile: 2005 MPA Graduate Finds Certification Provides ‘Big Picture’
As someone involved in strategic planning at the U.S. Securities and Exchange Commission (SEC), Malena Brookshire understood the early phases of the budgeting process. The end result was also familiar to her as a key player in producing the agency’s Performance and Accountability Report. It was the broad range of activities in between that she wanted to learn more about.

She now has a better understanding of how all the pieces fit together, thanks to the CGFM Program.

Brookshire, a 27-year-old member of AGA’s Washington, D.C Chapter, said that during the SEC’s strategic planning process, staff is looking five years ahead. During development of the PAR, they’re looking backward. “Now that I can see what happens in the middle, I can go to the right people and understand what they’ve been doing for the last six to eight months.” Read more.


Member News
George C. Dimitrakis, an active member of AGA's Boston Chapter since 1958, passed away. He served as the chapter president from 1972-1973. He was a veteran of World War II and was employed by the federal government for 30 years. The chapter has donated $100 in his name to the National Community Service Fund.

Clifton Gunderson Partner Bill Oliver, CGFM, CPA, CFE, a member of AGA's Baltimore Chapter, was named the chairman of the board of directors for the United Way of Central Maryland on July 1, 2007. He has been a United Way volunteer for more than 20 years and has served on the board since 1997.

Longtime Nashville Chapter member James Hoy Stephenson, CGFM, 68, passed away on July 19. He started his career as a chemist, but in 1972 he accepted employment with the State of Tennessee, becoming an AGA member in 1978. He retired in 1999.
