Congratulations to Palo Alto, CA and Saco, ME—First Circle of Excellence Award Recipients
This summer, both Palo Alto, CA, and Saco, ME, received the Circle of Excellence in SEA Reporting. The award is bestowed upon those governments that have received AGA's Certificate of Achievement in Service Efforts and Accomplishments Reporting for five consecutive years. Both of the governments received the prestigious awards from the Silicon Valley and Maine Chapter presidents.

Member News
Robert Dacey, CGFM, CPA, a member of AGA's Northern Virginia Chapter, and Thomas H. McTavish, CGFM, CPA, a member of AGA's Greater Lansing Chapter, have received the American Institute of Certified Public Accountants’ 2009 Outstanding CPA in Government Award. Dacey, chief accountant of the U.S. Government Accountability Office, received the federal government award, and McTavish, auditor general for the state of Michigan, received the state award. Ernest Almonte, CGFM, AICPA chairman and member of AGA's Boston Chapter, presented the awards last week at the Institute’s annual conference in Washington, D.C. The awards recognize CPAs working in federal, state and local government who have contributed significantly to increased efficiency and effectiveness of government organizations and to the growth and enhancement of the CPA profession. Congratulations!

Ken Marchurs, CPA, a member of AGA's Boston Chapter, has retired from his position as first deputy auditor, Office of the State Auditor, Commonwealth of Massachusetts. He has served the chapter in many ways over the years, and has been a strong supporter of AGA throughout his career.

Susan Weeks, CGFM, a member of AGA's Boston Chapter, and her husband Will, proudly announce the birth of their son Dylan on July 3. Congratulations!


AGA's Facebook Connection
With AGA members of all career levels and backgrounds embracing online networking sites such as Facebook, AGA has decided to make its own mark with an official Facebook page.

Facebook is one of the premier networking sites on the Web, allowing its users to join networks organized by city, workplace, interests and region to connect and interact with other people. Through AGA’s presence on Facebook, members can create their own profiles, search for colleagues and friends, get information on conferences, view event photo galleries, blog and soon communicate with their chapters.

It is easy to access AGA on Facebook. Search for “Association of Government Accountants” to find the AGA Facebook profile. AGA invites all members and financial management professionals to become “fans” of its Facebook page, as yet another way to keep in touch with AGA. Internal Controls for Auditors, Management and Staff—Making Government Organizations More Effective—Oct. 7 Audio Conference
AGA, in conjunction with the National Association of State Auditors, Comptrollers and Treasurers (NASACT) and the Association of Local Government Auditors (ALGA) is pleased to announce a new audio conference on understanding the role of internal controls in improving government operations. The audio conference is set for 2–3:50 p.m. EDT Oct. 7, with 20 minutes set aside for questions. Earn 2 CPE hours.

The audio conference will cover the following topics:

  • Why internal controls are important and your responsibilities under that system
  • Internal control frameworks
  • Understanding COSO
  • Risk assessment models
  • Assessing and changing control systems
  • Strong controls, but the wrong controls—when to recommend preventive controls versus detective controls
  • Effectively conveying audit results and internal control findings

Guidance on internal controls is important and the seminal document Internal Control—Integrated Framework issued by the Committee of Sponsoring Organizations of the Treadway Commission (COSO) provides an excellent framework for organizations to follow. Unfortunately, organizations often place too much emphasis on the wrong control components under the misguided premise that control activities (i.e., policies and procedures) are the most critical elements of an organization's success. This misplaced focus can cause managers to respond with strong—but wrong—preventive controls over day-to-day activities, which ultimately frustrates efforts to correct an organization's real problems.

It's time to identify and implement the right controls to prevent a recurrence of past practices. This audio conference will explore internal control concepts that can make for a high-performing organization and offer managers and auditors tools to assess internal controls within their organizations. AGA's Third Government Finance Case Challenge
The best undergraduate accounting/financial management/business students in the country are invited to compete in AGA's Third Government Finance Case Challenge for undergraduate college students, which runs Oct. 5–20. Student teams will collaboratively construct and design a citizen centric report for a local city government. The registration deadline is Friday, Oct. 2, 2009.

All members of the two highest-scoring teams will receive a scholarship to attend AGA's National Leadership Conference, set for February 2010, in Washington, D.C. Teams will present their solutions before a panel of federal/state/local government leaders, corporate partners and CFOs. The winning team will be announced on the final day of the conference. Cash prizes will be awarded to the winning team, and each student participant will receive a free one-year membership to AGA.

The experience promises to raise the students' awareness of the importance of government accountability and open doors to a future career in government. Studying for the CGFM Examinations?
Here are some tips to help you be more successful in taking the examinations:

1. Review the examinations content outline. The outline lists all of the main and sub-topics covered in each examination. It has been used both by the question writers to create examination questions and by study guide writers to update the study guides. This should be the focal point of your preparation. Don't forget to take a look at the list of acronyms used on the examinations.
