Two Arizona Governments to Discuss Their Citizen-Centric Reports at AGA's PMC
AGA is pleased to announce that Maricopa County, AZ, and the city of Phoenix have signed on to produce four-page ‘annual state of the government’ reports as part of AGA’s Citizen-Centric Reporting initiative. The reports, designed to be visually appealing, provide understandable information to citizens about the performance and financial condition of the government as well as demographics and future challenges. The reports are designed to answer the question, “Are we better off today than we were last year?”
Both reports are scheduled to be complete by the end of August and will be highlighted in a technical session at the September Performance Management Conference in Phoenix. The reports will also be unveiled to the citizens and media at a press conference in Phoenix on Sept. 26.
Momentum continues to build! More and more governments are seeing the importance of this type of reporting. Why not be on the cutting edge and add your government to the growing list? AGA has developed a Content Guidelines Template describing what information should be included on each page as well as a Design Guidelines Template outlining the physical layout of the report. Government officials generally agree that the federal financial and performance reporting model needs to be reformed. The current model skews too much toward compliance with regulations at the expense of providing information needed for making sound business decisions. This model is not cost-effective, not effective in linking cost and performance information, nor is it helpful for internal decision-making.
As part of reform, the Process-Based Financial Reporting study recommends using process-based accounting to develop integrated financial and performance reports. Such reports are in the best interest of taxpayers. They will help show citizens that their taxes are spent properly and deliver results, will increase transparency, will highlight problems and opportunities for operations improvement, and will increase the amount of forward-looking information for government decision-making.
As the world becomes more deeply interconnected, what new demands will be placed on public sector financial executives? What tools and techniques will they possess for meeting those demands? The Trends in Technology 2007 Review examines developments in six key technology areas that are expected to make a significant contribution to future public and private sector financial planning and management. These trends include, RFID-rich asset management, Risk Management, XBRL, Web 2.0, Information Security and Service-Oriented Architectures (SOAs).

The Academy for Government Accountability has established the Raymond Einhorn Research Award to provide up to $25,000 in each of two annual awards to individuals or teams of researchers to support research that will advance knowledge, concepts, and tools of government financial management or accountability, governmental accounting, or auditing. Susumu Uyeda, CGFM, Remembered as Consummate Professional, Friend
When AGA’s 1983–1984 National President Susumu Uyeda, CGFM, 79, passed away on July 31, he left behind a legacy of service to the federal government and AGA. His friends and peers remembered him fondly this week, recalling his calm demeanor, high ethical standards and love of a good joke. Read more. —Marie S. Force, with Doris Chew and Jerry Murphy.
Art Alexander, CGFM, a member of AGA's Nashville Chapter, recently retired from the Office of the Comptroller of the Treasury, State of Tennessee, after more than 38 years of service with the Division of County Audit, most recently serving as director of the division. Alexander is a charter member of the Nashville Chapter and served the chapter in many capacities including Chapter President. He also served AGA as a Regional Vice President. He plans on spending his retirement with his family and playing golf.
Jim Arnette, CGFM, a member of AGA's Nashville Chapter, was recently selected by the Tennessee Comptroller of the Treasury to serve as the director of the Division of County Audit. He has served as chapter newsletter editor and as Chapter President for the 2002–2003 program year. Arnette has also been active at the national level serving as Regional Vice President for the 2005–2006 program year.
Jill Flinton, CGFM, certification vice president of AGA's New York Capital Chapter, has been
promoted to Bankruptcy Analyst for the U.S. Dept. of Justice, Office of the
U.S. Trustee. She was formerly an auditor for the U.S. Department of Health and
Human Services.
Edward J. Mazur, MBA, CPA, a member of AGA's Richmond Chapter, has joined Cherry, Bekaert & Holland, L.L.P. as senior advisor for Governmental Financial Management. He was most recently a member of the Governmental Accounting Standards Board.
