PMC Set for Seattle Oct. 27–28
Join government professionals who have a keen interest in government performance in Seattle on Oct. 27–28, 2008, for the Fourth Annual Performance Management Conference. This year's event will focus on federal, state and local performance management and reporting with speakers who are involved in day to day decision-making using information gathered through performance data.

First-time preparers to veterans in performance management can benefit by hearing Ron Sims, county executive, King County, Washington; Robert Attmore, CGFM, chairman, Governmental Accounting Standards Board; Robert Shea, associate director for administration and government performance, Office of Management and Budget; Brian Sonntag, Washington State Auditor; and Jonathan Walters, staff correspondent, Governing magazine.

A special treat will be a presentation by Paul Posner, George Mason University, and Harry Hatry, Urban Institute, as they look back at the last 30 years in performance reporting and how they see the future of performance reporting gaining momentum in federal, state and local governments. Heart Attack Claims Friend to AGA, Bruce Michelson, 62
AGA supporter and friend Bruce Michelson, 62, a professor at the University of Maryland’s Robert H. Smith School of Business, suffered a fatal heart attack on Aug. 12 while vacationing in Russia.

A well-respected lecturer with the accounting and information assurance department since 1996 and a 35-year industry veteran and practitioner, he was a favorite with students and faculty and will be greatly missed, the business school announced. His outstanding undergraduate teaching methods and consistent high ratings earned him the distinction of the 2006-2007 Krowe Teaching Award. He had previously worked for the U.S. General Accounting Office (now the Government Accountability Office) for 35 years.

A scholarship fund has been established in his memory. Contributions to the fund can be made to the University of Maryland College Park Foundation and sent to: The Bruce Michelson Memorial Scholarship Fund, Office of External Relations, The Robert H. Smith School of Business, 2520 Van Munching Hall, University of Maryland College Park, MD 20742-1815.


AGA Executive Director Featured in American City & County Magazine
AGA Executive Director Relmond Van Daniker, DBA, CPA, was featured in American City & County, a magazine covering state and local government issues, in an article he authored titled, "Making Sense." He wrote: "Many state and local officials struggle to communicate the business of government to residents, particularly when presenting information about how taxpayers' money is allocated and spent. Traditionally, financial information has been presented in forms accessible only to trained accountants — reams of information, which, though vital, have little meaning for the average person. In response, some states and local governments are adopting citizen-centric reports to more easily and effectively communicate financial information to residents." Read more.


AGA's Second Government Finance Case Challenge
The best undergraduate accounting/financial management/business students in the country are invited to compete in AGA’s Second Government Finance Case Challenge for undergraduate college students, which runs Oct. 6–14. Student teams will collaboratively analyze and offer a written response to a case centered on how a U.S. city government implements a performance management system.
The registration deadline is Friday, Oct. 3, 2008.

All members of the two highest-scoring teams will receive a scholarship to attend AGA's National Leadership Conference, set for Feb. 19–20, 2009, in Washington, D.C. Teams will present their solutions before a panel of federal/state/local government leaders, corporate partners and CFOs on Thursday, Feb. 19, 2009. The winning team will be announced at the awards luncheon on Feb. 20, 2009. Cash prizes will be awarded to the winning team, and each student participant will receive a free one-year membership to AGA.

The experience promises to challenge students' moral reasoning, raise their awareness of the importance of government accountability and open doors to a future career in government.

CGFM Examinations Update Completed

To ensure the CGFM designation remains the first-rate certification and reflects the current government financial management profession, the CGFM Program just completed a comprehensive update of all three CGFM Examinations, including a Job Analysis study of the role of the Certified Government Financial Manager. The new CGFM Examinations went live on Aug. 15. See the CGFM Examinations Update page for more information.

It has been a big undertaking and we could not have done it without our subject matter experts—CGFMs who volunteered their time to serve on the Job Analysis committee, be a question writer or participate in a cut score study. Our deepest thanks to our subject matter experts who worked on the CGFM Examinations update.

Fraud Prevention, Detection Focus of Sept. 10 Audio Conference
AGA, in conjunction with the National Association of State Auditors, Comptrollers and Treasurers (NASACT) and the Association of Local Government Auditors (ALGA) is pleased to announce a new audio conference, Fraud Prevention and Detection—The Cost with No Return, set for 2 –3:50 p.m., EDT, Sept. 10.

Unlike a theft or vandalism against an organization, fraud is a quiet, unseen crime that is hidden from the light of day. Its perpetrators hide in the shadows and gaps within the existing internal control structures to avoid detection and continue their unlawful enterprise. But what exactly is fraud? How do you detect it? Who is responsible for detecting and preventing fraud?

This audio conference, worth 2 CPE hours, will provide some of the answers. Speaker is Bruce N. Crandlemire, CPA, senior consultant with EAM, Inc./Mosley & Associates, who has more than 31 years of audit and investigative experience in the federal government and inspector general community. Crandlemire will offer a contemporary definition of fraud, discuss who is responsible for detecting and preventing fraud, and how to recognize fraud in procurement awards and employee actions.

Three-year terms begin July 1, 2009. National President, National Treasurer and Regional Vice Presidents take office as “elects” on that date, will then serve in full capacity the next year, and as "Immediate past" officers the third year. Senior Vice Presidents for Regional Services come on board in full capacity for a three-year term. Nominations are due Friday, Oct. 24, 2008.
