AGA Name Change Focus Group Begins Work
A focus group charged with exploring a possible name change for AGA has begun its work and is asking members for their input. The focus group, appointed by National President Bobby A. Derrick, CGFM, and chaired by Past National President Richard V. Norment, CGFM, met by conference call for the first time on Sept. 20. The group plans to meet over the next two months and will either recommend no change or suggest one new name to be voted upon first by the National Executive Committee and then by the National Board of Directors (NBD) through mail ballot. AGA Presents Certificate of Excellence Awards to 10 Federal Agencies

"The federal government asks itself, 'Are we achieving a desired goal at an acceptable cost?' " Performance and Accountability reports can provide the answer, and if it is no, the agency should do something about it, said Clay Johnson, deputy director for management, U.S. Office of Management and Budget

AGA honored 10 federal agencies for effectively communicating program and financial performance by producing high-quality Performance and Accountability Reports (PARs). More than 160 agency representatives attended the Sept. 15 luncheon awards ceremony in Washington, D.C., including Education Secretary Rod Paige and Clay Johnson, deputy director for management at the Office of Management and Budget. AGA Executive Director Relmond P. Van Daniker told the crowd at the National Press Club that his hometown of Lexington, KY, is only 500 miles away, but feels much farther because taxpayers don't have a clear idea of how their money is being spent inside the Beltway. Combining financial reporting with performance reporting—which focuses on results—is the wave of the future, he said, and AGA is a leader in encouraging greater transparency and accountability. This year’s recipients of AGA’s Certificate of Excellence in Accountability Reporting were chosen for giving readers a clear assessment of how the agency managed programs and resources, accomplishments relative to plans, and financial position. In all, 18 agencies demonstrated their commitment to improving the quality of performance information and submitted their fiscal year 2003 PARs for evaluation by teams of expert reviewers. Focus on First-Time CEAR Recipient: Federal Aviation Administration
The second in a series on first-time recipients

AGA asked first-time CEAR recipients the Department of Education, the Federal Aviation Administration and the General Services Administration to tell us about their journey to the CEAR. In this second in a series, FAA staffers Susan S. K. Lee, CGFM, special assistant, Office of Financial Management, and Allison Ritman, manager, Financial Statements, Control, and Analysis Branch provided answers on behalf of the agency.

Please tell us how you first learned of the CEAR Program and why you believe it is important to participate.
We learned about the CEAR Program from several different standpoints. We knew of the program from former co-workers who were active participants as reviewers in the CEAR Program, and we were also familiar with the program through our participation in AGA. We believe it is important to participate because it adds to an agency's credibility with respect to financial and performance reporting.  Also, we put forth considerable effort to improve the quality of our PAR, and sought an external organization's validation that our PAR was of high quality. This updated edition incorporates feedback from Pilot Phase reviewers and participants, including a scoring rubric to help assess the extent the 16 criteria are applied. Member Happening: Ted David Set to Retire

Irwin T. "Ted" David, CFGM, CPA, a member of AGA's Washington, D.C. Chapter and Financial Management Standards Board, will retire from government service on Thursday, Sept. 30. His most recent position was chief financial officer/chief administrative officer of the National Weather Service, a component of the National Atmospheric and Oceanic Administration of the U.S. Department of Commerce. Prior to joining the National Weather Service, David was the deputy CFO and acting CFO of the U.S. Department of Agriculture. Most of David's career was as a partner with Deloitte & Touche, where for many years he served as the firm's director of Services to State and Local Governments. AGA has honored David with the Elmer Staats Award and the Frank Greathouse Distinguished Leadership Award for his significant contributions to the field of government financial management. He is also chair of the Financial Curriculum Advisory Board of the USDA Graduate School and chair of the Audit Committee of the Defense Finance and Accounting Service (DFAS); DFAS has received an unqualified audit opinion since FY 2000.
He and his wife Jeri live in the District of Columbia; they have four children and nine grandchildren. They plan to relocate to the Hilton Head, SC, area. After his retirement, Ted plans to remain active in AGA and can be reached at tedtuff@aol.com. AGA sends best wishes for a long and happy retirement to Ted and Jeri!

AGA Welcomes New National Executive Committee Member Deborah Loveless, CGFM
AGA welcomes Deborah Loveless, CGFM, assistant director, Comptroller of the Treasury, Division of State Audit, State of Tennessee, as the newest member of the National Executive Committee. Her term ends June 30, 2005. She replaced Senior Vice President At-Large Raymond H. Harris, CGFM, who recently joined the National Office staff as the director of education. Loveless, a member of AGA's Nashville Area Chapter for nearly 25 years, has a stellar record of outstanding service to our Association at the national, regional and local levels. She has served on both the national Professional Development Conference and Chapter Assistance committees and has been honored with a platinum-level award to recognize her exceptional leadership as Regional Vice President during 2001-2002. She also served as regional coordinator for chapter development. At the local level, she has served as chapter president and chapter secretary in addition to two terms as chapter director.  Loveless has an MBA in Accounting and a BA in public administration from the University of Tennessee, Knoxville.

In Memoriam: AGA Past National President Bernard B. Lynn
AGA regrets to report that Bernard B. Lynn, an At-Large member of AGA and National President of what was then the Federal Government Accountants Association during 1969-1970, has passed away. Lynn was 89 and most recently resided in Daytona Beach, FL. During his year as National President, Lynn was forced to make the unusual move of relocating what was then the annual symposium (now known as the PDC) from Oklahoma City to Miami when it became clear that renovations to the site in Oklahoma City would not be completed in time to accommodate the Association's event. Past National President and former Executive Director Nathan Cutler, CGFM, said Lynn was a longtime federal employee. The two men worked together at the U.S. Army Audit Agency, where Lynn was "highly regarded in an executive capacity," Cutler said, adding that Lynn was active in the New York Chapter. Lynn worked in the Army Audit Agency's New York region. "He was really one of the earlier pioneers for getting accountants' government work recognized for the CPA," said Cutler, who was President in 1968-1969. Past National President Sidney Baurmash said Lynn was a "leader in the advancement of internal auditing in government while he was with the Army Audit Agency." Baurmash, who served in 1971-1972, said Lynn later worked at the Defense Contract Audit Agency. Cutler, Lynn and Baurmash were among the AGA leaders who helped open the Association's doors to state and local members. "It made sense since we were involved in state issues as federal auditors," Baurmash said.
