Cost Recovery Auditing Audio Conference Added
AGA announces a new audio conference, Expense Recovery Auditing, scheduled for 2–3:50 p.m. EST Feb. 25. Normally $249 per phone line, the cost has been discounted to $200 for AGA chapters, ADVANTAGE Group Membership agencies and government agencies and CPAG partners with five or more offices who register for the program, which offers 2 CPE hours per participant. That is a 20 percent discount off the early registration rate. Watch for details in TOPICS, AGA Today and on the website.

Need Ethics Training? AGA Offers Two Courses
Ethical Decision-Making
Ethical decision-making has never been as important as it is today for public and private sector managers and leaders. This seminar goes beyond compliance, beyond reviewing the rules, codes of conduct and conflicts of interest. It is designed to help the participants recognize, analyze and confidently resolve the many ethical dilemmas they face every day. This course presents ethical dilemmas in a unique “right versus right” framework, with participants determining which choice is the “higher right.” This hands-on seminar allows participants to learn through continued practice in small groups. Participants use their own experiences to “test drive” the ethical framework offered in the course.

Ethics in the Workplace
A transparent ethical environment is crucial within any organization. We read, hear and see ethical lapses on a daily basis.  The course will provide an understanding of the Federal Code of Ethics and how to apply the principles to the workplace. It will address what to do when issues arise that are not covered by existing policy or statute. The course will also explore the risk-taking part of ethics, organizational tone, and the differences between being ethical and being legal.

Jeffrey S. Hart, CGFM, CFE, a member of AGA's Denver Chapter and a Past National President, was recently promoted and named comptroller and director of Fiscal Management & Planning for EPA’s Mountain and Plains Region (Region 8). After 17 years with the EPA's Office of Inspector General, he now directs a multi-disciplinary staff responsible for administering the Region’s $323 million budget as well as financial operations, management integrity and accountability, strategic planning, program analysis and evaluation, management advisory services, and performance measurement and reporting. Jeff is also responsible for providing advice and assistance to top management and program managers, and representing the regions at national meetings influencing the direction of national regulations, policies and budgets.

Danielle Higginbotham, a member of the Central Ohio Chapter since August, recently passed away. She was a 2001 graduate of Bucyrus High School and a graduate of Heidelberg College. Also, she worked for the Ohio state auditor for four years. Danielle enjoyed her family and friends to the fullest, she loved Sunday family dinners, football and NASCAR. She was an inspiration to all who know her. She was most proud of her husband and children.

Mia Leswing, CGFM, CPA, CISA, AGA’s Regional Coordinator for CGFM and a partner at Clifton Gunderson, has been recognized as a “SmartCPA” by Washington SmartCEO magazine. The 2008 award program recognizes CPAs who are leaders in their industry and in the community, experts in their practice area and innovators in their company. The award also recognizes CPAs who excel at developing relationships with new and existing clients. Leswing has 28 years of experience and specializes in auditing, accounting and consulting services for federal clients. She has also been active in AGA, serving as Past Regional Vice President for the Capital Region and Past President of the Northern Virginia Chapter. Congratulations Mia.

Take the CGFM Examinations before the NLC

New Award Structure for the Certificate of Achievement in Service Efforts and Accomplishments Reporting
Numerous governments are just getting started in performance reporting so to recognize those entities, AGA's Certificate of Achievement in Service Efforts and Accomplishments Reporting Program has changed its
award structure by adding three new awards, two for performance reporting and one for continuous honors.

The BRONZE award or the "Winning Beginning Award" will be given to reports that receive a minimum of 17 points based on the GASB's 16 suggested criteria. NOTE: AGA's review structure separates GASB suggested criterion 15, Easy to Find, Access and Understand into two distinct criteria for a total of 17 criteria.

The SILVER award will be given to those entities that receive a minimum of 24 points with all criterion meeting at least expectations (one or more points).

The GOLD award will be given to those entities that fully apply 13 of 17 criteria and receive no scores of zero from more than one reviewer. The GOLD award is the current award structure.

Finally, the CIRCLE OF EXCELLENCE award recognizes those governments that have received the "GOLD" award (or the former award) for five or more consecutive years. For more information visit our website.
