Federal Financial Systems Summit—FREE* One-Day Event for Government Financial Managers
AGA is hosting a one-day event that brings together federal financial managers and private sector executives for the second year to discuss federal financial systems.

The summit, set for 8:30 a.m. Jan. 10 at the Washington, D.C. Convention Center, will focus on the current state of federal financial management systems initiatives and implementations, as well as the next generation of financial management systems. Speakers will discuss lessons learned, economics, and benefits of migrating to and integrating with Infrastructure as a Service (IaaS, shared services) and Software as a Service (SaaS) models. Jerry Gandara, JD, MBA, a Past Regional Vice President and Past President of AGA’s Silicon Valley Chapter, passed away Nov. 9 from stomach cancer. An active AGA member since 1995, he was a member of PDC Host Committees for many years. He retired from federal service in 2009, but for about 20 years had been working with the U.S. Navy’s Contract Management Agency as a contracting officer and attorney. Our sympathies go out to Jerry's family and friends.

Kevin Johnson joins AGA as its new director of research and education. Kevin holds a bachelor of arts degree in economics and political science from the University of Kentucky as well as a master's degree in public administration from the Maxwell School of Syracuse University. He comes to AGA from the National Association of State Treasurers (NAST), where he was communications director and coordinator of NAST's State Debt Management Network. Welcome Kevin!

Federal Performance Subject of Dec. 7 Audio Conference
AGA is pleased to announce its latest audio conference on using performance information to improve government operations. Worth 2 CPE hours, it is set for 2–3:50 p.m. EST Dec. 7.

The federal government has embarked on an exciting program to use performance information to drive performance improvement. Specifically, agencies are gathering the output and outcome data for selected programs and using the data in high-level reviews to discuss and determine ways to improve results and/or identify successes that can be replicated elsewhere. This audio conference will describe the current practices as determined by an AGA research study, as well as present recommendations for establishing or enhancing such a program. It will also describe how one agency uses the data-driven review process to maximize its performance.

To share their knowledge and expertise in performance management and government operations are Harold I. Steinberg, CGFM, CPA, consultant; and Toni Trombecky, performance improvement officer and manager, Strategic Planning Division, Federal Aviation Administration.

Cost: $249 per site (UNLIMITED ATTENDANCE) if you register on or before Friday, Dec. 2, 2011 and $299 thereafter.

New Rome Chapter Hits the Ground Running
One of AGA's newest chapters, in Rome, NY, held a very successful full-day conference Nov. 16 with more than 230 participants. The event, called “The Future of Financial Management in Government” and jointly sponsored with the local chapter of the American Society of Military Comptrollers (ASMC),
featured federal, state and local government officials, including the Under Secretary for Defense (Comptroller) and Chief Financial Officer Robert F. Hale, MBA, CDFM.

Hale encouraged the audience, mainly consisting of Defense Finance and Accounting Service (DFAS) and other federal employees, to earn their CGFM and similar certifications and to support both the AGA and ASMC chapters.

“The conference was very well organized and executed,” said AGA Northeast Regional Vice President Mark Mitchell. “It was apparent to us that Chapter President Paula Bicking, President-Elect Bill Larson and the rest of the Chapter Executive Committee spent considerable time planning the event," said Mitchell. Raymond Harris, CGFM, who recently retired as AGA’s director of Chapter Operations and attended the event with Mitchell, was impressed by the turnout. "We'll have to check the AGA attendance record books for first-time conferences.”

In addition to planning this conference, the chapter has been very busy with monthly community service events and planning CGFM review classes for the winter and spring. They also are organizing an open house “meet and greet” activity on Dec. 7 and are discussing governance plans. Congratulations to the Rome Chapter! —by Raymond Harris, CGFM

CEAR Program Reviewers Training Set for Dec. 9

CEAR Program Accepts Agency Performance Reports
AGA’s Certificate of Excellence in Accountability Reporting (CEAR) Program is designed to review federal Performance and Accountant Reports or agency financial reports to assess financial stewardship and evaluate program performance. With major emphasis on agency performance, AGA provides recommendations on preparing integrated and user-friendly reports that show what an agency accomplished with taxpayer dollars. The program also reviews the Summary of Performance and Financial Information. The program is open to all agencies and components that prepare these reports. Awards are given at a black tie dinner in May 2012. For more information contact Evie Barry.
