Last Week to Register Early for Dec. 10 Audio Conference on 21st Century Managers

AGA, in conjunction with the National Association of State Auditors, Comptrollers and Treasurers (NASACT) and the Association of Local Government Auditors (ALGA) is pleased to announce a new audio conference that addresses the question: Is there a talent crisis looming in government financial management? The audio conference, 21st Century Financial Mangers: A New Mix of Skills and Education Levels, is set for 2 to 3:50 p.m. EST Dec. 10.

Speakers are John J. Radford, CGFM, CIA, CFE, Controller, State of Oregon, Member of the AGA National Executive Committee; Kenneth Smith, Ph.D., Professor, Atkinson Graduate of Management, Willamette University; and John D. Webster, CGFM, CPA, Former Chief Financial Officer, Library of Congress, Chair of the AGA Audit Committee.

Member News
David Barrett, CGFM, CPA, a Past President of AGA’s New Mexico Chapter and former Southwestern Regional Vice President, passed away Saturday, Nov. 15 after a long illness. An AGA member since 1990, Barrett was a financial reporting supervisor with the state of New Mexico and also served the chapter as newsletter editor and CGFM chair. As RVP, he and Georgie Ortiz, CGFM, CPA, were instrumental in obtaining a chapter charter for the now very strong Albuquerque Chapter. According to his fellow chapter members, as newsletter editor, David was a "stickler" for detail and timeliness and ensured chapter members were given the proper recognition in a timely manner.

Zack E. Gaddy, CGFM, a member of AGA’s Denver Chapter and the National Executive Committee, has joined KPMG LLP, as a managing director in its federal advisory practice. He will be responsible for advising a range of federal agency clients in transforming their financial management processes. Prior to this he served as director the Defense Finance and Accounting Service (DFAS) since 2004.


Finalists Announced for AGA Government Finance Case Challenge
AGA would like to congratulate, The University of North Carolina at Pembroke and The University of Nebraska at Omaha, who have been named as the finalist teams in AGA’s Second Government Finance Case Challenge. Both teams will join AGA at our upcoming National Leadership Conference (NLC) in Washington, D.C. Feb. 19–20, 2009. Each team will offer a 20-minute presentation about their case response. This year’s case asked our 17 entrants to design a Citizen-Centric Report for a city in North Carolina. Follow the results of the competition.

The fundamentals of AGA are implicit in our name. We are an organization dedicated to the promotion of accounting and accountability in the federal, state and local sectors. We are also a membership organization and founded by government financial professionals for government financial professionals.

History is littered with examples of successful institutions that collapsed because they lost sight of their founding principles. Companies like Pan American World Airways, Railway Express Agency, F.W. Woolworth, Wang Computer, W.T. Grant, etc. serve as examples. Financial giants like Drexel Burnham Lambert; Ing Baring; E.F. Hutton, Riggs Bank, Lehman Brothers, etc. are more recent models. Like AGA, these companies achieved initial success by providing valuable services to their clients and constituents. Too frequently however, arrogance, complacency, internal management discord and overbearing executive power have caused organizations to stray from their core values and to lose touch with their client base. Corruption and fraud set in when the organizations became weak and poorly managed with inadequate checks and balances. In no time, former household names became classic business school case studies on failure. Read more.

AGA to Host Seven Radio Shows on WFED AM 1500
First Show to Air Dec. 9

Beginning on Dec. 9 at 12:05 p.m. EST, AGA will host a series of seven radio shows focusing on the importance of government transparency and accountability. Called, "Your Money, Your Government," the show will be hosted by AGA Executive Director, Relmond Van Daniker, DBA, CPA.

The show features discussions about government performance, accountability and management with a variety of government executives who are working to advance government accountability. The government leaders discuss their experiences, the management challenges facing their organizations and their successful practices. Guests include: congressional representatives, chief financial officers, inspectors general, chief information officers, chief operating officers, controllers, directors, auditors and treasurers.

Members Making a Difference: Anita Santiago

Anita Santiago joined AGA in 2007 and has already risen to the position of St. Louis Chapter President and director of programs. After hearing about the Association in 2006, Anita decided to join for the networking opportunities. At the time her local chapter was inactive, which inspired her to get involved.

“I wanted to meet other local, state and federal employees working in the field of government financial management,” said Anita, a graduate of the University of Phoenix. “Once I found out the St. Louis Chapter was inactive, I felt compelled to jump in and try to make a difference. AGA Examines PAR Pilot Program Results
AGA has issued a report evaluating a possible alternative to federal Performance and Accountability Reports (PARs) at the request of the U.S. Office of Management and Budget (OMB). OMB started a pilot program in FY 2007 for agencies that wanted to report on their performance and accountability in a more concise form than the lengthy PAR. The three reports required by the pilot program are the Agency Financial Report, the Annual Performance Report and a Highlights Report. OMB asked AGA to evaluate the Agency Financial Report of nine pilot program agencies. AGA concluded that the pilot program has the potential to correct the weaknesses of the PAR, but that several changes should be made in the program to meet reporting objectives.
