Fraud Audio Conference Set for March 3
AGA, in conjunction with the National Association of State Auditors, Comptrollers and Treasurers and the Association of Local Government Auditors is offering a new audio conference March 3, “The War Against Fraud and Abuse: Are We Winning?” Speaker is David L. Cotton, CGFM, CPA, CFE, chairman, Cotton & Company LLP. This session will reveal the answer to who is winning the war on fraud, waste and abuse and introduce a recently published set of protocols that organizations committed to combating fraud can implement and follow. The audio conference, worth 2 CPE hours, is set for 2–3:50 p.m. (EST). Learn more.

Congratulations to Baltimore Chapter members Judy Twitty and Robin Newman of the Social Security Administration on their recent promotions. Twitty was promoted to senior accountant in the Office of Finance, Program and Administrative Accounting. Newman was promoted to deputy director of the Division of Administrative Payments. Good luck to both of you in your new positions!

Robert Wells, treasurer for AGA’s Ozarks Chapter, has earned the Certified Public Funds Investment Manager (CPFIM) designation offered by the Association of Public Treasurers of the United States and Canada. Wells is cash and investment manager for Springfield Public Schools. By gaining this accreditation he has given his employer and the Springfield community additional confidence in his investment management skills. Well done!

Congratulations to Shannon L. Wittman, a member of AGA’s Baltimore Chapter, on the birth of her son, Elliot James. He was born Oct. 13 at 6:22 a.m., weighing in at 8 pounds, 2 ounces, and 21 inches long. Shannon is on maternity leave from the Social Security Administration until February.

Important Reminder for CGFMs Certified in 1994, 1995, 1997, 1999, 2001, 2003, 2005 or 2007
We are almost at the end of the year—have you earned your 80 CPE hours?

If your CGFM certification was awarded in 1994, 1995, 1997, 1999, 2001, 2003, 2005 or 2007, you need to have at least 80 Continuing Professional Education (CPE) hours earned within the two-year period of Jan. 1, 2008 – Dec. 31, 2009. If short of the requirement, you can take advantage of the grace period of Jan. 1 – March 31, 2010 to catch up on your CPEs. These hours cannot be counted toward your next cycle of 2010-2011. GASB 34 Implementation a Success in Tennessee
Tennessee’s Comptroller of the Treasury Justin P. Wilson recently announced that the state’s local governments are in complete compliance with the Governmental Accounting Standards Board’s (GASB) Statement No. 34. The accounting standard is designed to make government financial statements more user-friendly, to help governments make better operating decisions and to make it easier to compare financial information from different state and local governments. Tennessee is one of the very few states with 100 percent compliance by local governments. Wilson told the General Assembly, “As of June 30, 2009, every county and city in Tennessee has implemented this standard, a remarkable accomplishment for which each and every Tennessean can be proud.” Read more.

Seasons Greetings! I hope you and your family had a wonderful Thanksgiving holiday and are preparing for the upcoming holiday season and New Year's celebrations. It’s hard to believe 2009 is almost over and we are about to enter the second decade of this millennium.

New Criteria Created for AGA's Annual Newsletter and Website Contests
At our annual leadership session for chapter communicators at the 2009 PDC in New Orleans, some of you expressed an interest in updating the newsletter and website contest criteria, which hadn’t been revised in several years. The task force was formed in September and has finished its work.

Nashville Chapter Secures “Preferred” Status for CGFM Applicants
Job seekers with the CGFM will have an advantage over uncertified competitors if they apply for certain positions in Tennessee’s Office of the Comptroller of the Treasury.

AGA’s Nashville Chapter was instrumental in making the CGFM a “preferred” qualification for three positions in the Office of Management Services within the comptroller’s office: contract review administrator, business administration manager and legislative sourcing oversight manager.

Nashville Chapter President Karen B. Hale, MAOM, CGFM, said she was asked last spring to review job specifications, titles and duties after the retirements of two longtime leaders in the Office of Management Services—including Past AGA National President Charles Harrison, CGFM, CPA. During the reorganization, she proposed the three job specifications include the statement, “A certification as a government finance manager (CGFM) is preferred.” Comptroller of the Treasury Justin P. Wilson approved the change, effective Aug. 1. Read more.
