Patrick M. Byer, CGFM, CPA, CISA, CISM, a member of AGA's Washington, D.C. Chapter, has been elected to a three-year term on Clifton Gunderson's partnership board. Byer is partner-in-charge of the firm's Arlington, VA, and Calverton, MD, offices. The nine-member partnership board is made up of partners representing the firm's 45 offices across the country. 


The Names of All Active CGFMs will be Published on AGA's Website in 2009 
To recognize the accomplishment of achieving the CGFM designation, AGA plans to publish a list of the active CGFMs on the website. The list will include the CGFM's name, state and AGA chapter (if applicable). Those CGFMs who do NOT want to have their name published as part of this listing need to contact the AGA’s Office of Professional Certification by e-mail or fax (703.562.0361)  by Feb. 28, 2009.


The Academy of Government Accountability Seeks Qualified Applicants For the Raymond Einhorn Research Award

Nominating Committee Announces Slate of National Officers
AGA's National Nominating Committee has selected its slate of officers to serve on the National Board of Directors for 2009–2012, and the slate was approved by the National Executive Committee at its meeting on Dec. 5. As outlined in the Association's bylaws, AGA will accept independent nominations from AGA members via petition until Feb. 1, 2009. At that time, if other candidates are nominated, the Bylaws and Procedures Committee will conduct an election to determine the officers. However, if no other nominations are received, the committee's slate will take office effective July 1, 2009.

As National President-Elect, the Nominating Committee selected Lisa Casias, CPA, a member of AGA's Washington D.C. Chapter. She is deputy chief financial officer and director for Financial Management, U.S. Department of Commerce. A member since 2004, Casias served as the 2005–2006 Washington, D.C. Chapter President and is co-chair of the 2009 National Leadership Technical Committee.

Joseph L. Kull, CGFM, CPA, a member of AGA's Northern Virginia Chapter, was selected as National Treasurer-Elect. He is a director in the Washington Federal Practice, PricewaterhouseCoopers, LLP.  A member since 1994, Kull co- chaired the NLC Technical Committee in 2006 and the PDC Technical Committee in 2008. In addition, he has served on the Finance and Budget Committee since 2006 and has served on the CEAR and Professional Certification Boards. He is the recipient of a National President's Award.

Other candidates are: Senior Vice President for Regional Services, Section I: Wallace Alan Franklin, CGFM, Boston Chapter; Senior Vice President for Regional Services, Section IV: Phillip Nally, CGFM, Central Kentucky Chapter. Several RVP-Elect positions are pending.

National President, National Treasurer and Regional Vice Presidents come on board as “elects” effective July 1, 2009, while Senior Vice Presidents come on board in full capacity. Read the list of RVP candidates.

Intergovernmental Cooperation Focus of AGA’s Second Radio Show ‘Your Money, Your Government’ on WFED AM 1500
On Jan. 13 at 12:05 p.m. EST, AGA will host its second radio show about Intergovernmental Cooperation. The show’s host AGA Executive Director, Relmond Van Daniker, DBA, CPA, will interview a panel of government financial management experts involved in AGA’s Partnership for Intergovernmental Management and Accountability. Guests include: Martin J. Benison, CGFM, Comptroller, Commonwealth of Massachusetts; David R. Bennett, CGFM, CPA, Director of Accounts and Budgets, Assistant County Mayor, Blount County, TN, and AGA Immediate Past National Treasurer; Thomas N. Cooley, Chief Financial Officer, National Science Foundation; Jeanette Franzel, CGFM, CPA, Director, Financial Management and Assurance, Government Accountability Office.

AGA established the Partnership for Intergovernmental Management and Accountability (Partnership) to open the lines of communication among governments with the goal of improving performance and accountability. Comprised of high-ranking officials from the federal, state and local levels of government and higher education, the Partnership is dedicated to identifying and solving some of the most vexing management and accountability issues facing governments today. The CGFM Continuing Professional Education (CPE) Requirements Have Been Updated
While there have not been any major changes to the CPE policies, a number of provisions were clarified, modified or updated. The updated document is available on AGA's website. Here is the summary of main updates (with references to the specific sections of the CPE Requirements document):

  • Section 2—clarified the applicability of CPE requirements to all active CGFMs and the fact that there is no minimum number of hours required each year.
  • Section 3—updated the section on retired status to reflect the recent changes to the retired status definition.
  • Section 4—clarified circumstances warranting an exception.
  • Sections 7 and 12—addressed the topic of taxation.
  • Section 9—added clarification on criteria used to determine if programs qualify for CPE hours.
  • Section 10—provided additional guidance on internal training programs; added additional examples of applicable activities such as web-based programs and audio conferences.
  • Section 11—included specific questions to ask when making the determination of applicability of the hours.
  • Section 12—updated the examples of topics and subjects list.
  • Section 13—clarified applicability of basic or elementary courses and repeated courses or presentations.
  • Section 14—explained the calculation of partial hours and updated the calculation of hours for self-study programs.
  • Section 15—specified how CPE hours are awarded for course development.
  • Section 16—updated the acceptable CPE documentation guidelines.
