NEW! AGA Speaker Database
Do you know of a speaker or a topic that
would be of interest to other AGA members? Well, the National
Office would like to hear from you!
In response to member and chapter requests, the National
Office has designed an online speaker database.
Here’s how it works:
If you have heard a great speaker and you think that person
has something of value to share with other AGA chapter members, fill out an online
form. All submissions will go to Joe Jozefczyk, AGA’s
Director of Education who will add the speaker to the database.
This information will remain on an internal database housed at the
National Office and will not be publicly listed on the website.
If your chapter is planning an event and you need to find a
speaker that discusses a particular subject area or lives in a certain
location, contact Joe at
800.242.7211, ext. 307, and he will help you find a speaker from the
database. It’s that simple!
Performance Reporting Update
Are you interested in getting your
government involved in performance reporting? Why not apply to
this new grant program offered by the National Center for Civic
Innovation? This program is designed to encourage governments to
involve the public in their performance measurement and reporting
process and produce more accessible and engaging reports. Grants of up
to $12,500 will be awarded. The deadline for all applications is
January 31, 2007. Find more

AGA Nominating Committee Chooses
New Slate of Officers
AGA's National Nominating
Committee has chosen its slate of National Officers to take office July
1, 2007 and is pleased to announce its candidates.
Samuel T. Mok, CGFM, CIA, a member
of AGA's Washington, D.C. Chapter and chief financial officer, U.S.
Department of Labor, leads the slate as National President-Elect
Designate. Thad Juszczak, also a member of the
Washington, D.C. Chapter and a senior manager at Grant Thornton LLP,
was chosen as National Treasurer-Elect Designate. View the entire list of
national officer candidates.
As outlined in the Association's bylaws, AGA will
accept independent nominations from AGA members via petition until
February 1, 2007. At that time, if other candidates are nominated, the
Bylaws and Procedures Committee will conduct an election to determine
the officers. However, if no other nominations are received, the
committee's slate will take office effective July 1, 2007.
Mok, an AGA member
since January 1987, is a past president of the Washington, D.C.
Chapter. He received AGA's Distinguished Federal Leadership Award in
2005 and the Washington, D.C. Chapter's Einhorn-Gary Award this year.
Among his goals, should he be certified as National President-Elect for
2007-2008, is to increase and expand the inclusion of the CGFM
designation as a preferred requirement for relevant favorable personnel
decisions within the federal government financial management areas. He
would also work to elevate the stature and increase the visibility of
AGA throughout the federal, state and local governments. He was
confirmed as Labor CFO on Jan. 25, 2002. He has also served as CFO and
comptroller of the U.S. Department of the Treasury, appointed by former
Treasury Secretary James Baker.
Juszczak,
an AGA member since May 2005, has served on the Association's Finance
and Budget Committee, which he would chair as National Treasurer.
"I like the idea of working with the top professionals in our
business, which is what we have within AGA," Juszczak said, adding
that he has served as treasurer for a number of other organizations and
would work to provide financial information that is easy for AGA
leaders, members and staff to understand and use. He brings more than
36 years of experience to the position after a federal career in
budgeting, performance management and financial management that
included stints at the Department of Health and Human Services,
Treasury IG for Tax Administration, Internal Revenue Service,
Environmental Protection Agency and the Department of the Army.
Past National Treasurer Bunce
to Become PCB Chair 
Richard O. Bunce Jr. said it
was the CGFM credential that got him involved in AGA 10 years ago, and
now the CGFM has led him back to a national leadership position.
Bunce joined the Association after hearing
about what was then a new credential to recognize the special skills,
knowledge and experience of government financial managers. Bunce got
his CGFM and became involved in AGA’s Richmond Chapter. He is a
past president of the chapter and served as AGA’s 2002-2003
National Treasurer.
Appointed to the Professional Certification
Board two years ago, Bunce will move up to chairman on Jan. 1. “I
just want to stay involved in AGA any way I can, and this was the next
opportunity,” Bunce said.
Bunce will replace William L. Taylor,
CGFM, CPA, who has served tirelessly since 2002, overseeing
the introduction of the self-study guides, a new intensive review
course, a security and a program audit, and significant growth in the
CGFM Program. (Taylor told the National Executive Committee earlier
this month that he wants to spend more time with his wife, Jane Lee,
with whom he celebrates his 50th wedding anniversary this week.)
Bunce is the executive director of audit and
management services for both Virginia Commonwealth University and the
Virginia Commonwealth University Health System Authority. He listed his
priorities for his term: “First thing on the list is to complete
the process of updating the exams, and the second is promoting the
CGFM.”
Bunce said the AGA staff, the Professional Certification Board and AGA
members are always working to increase recognition for the CGFM.
“We’ve come a long way, but we need to keep working on
it.”

- only CGFMs in an "active" or

AGA's Citizen-Centric
Government Initiative:
Read About It in the Winter Journal
The Winter issue of the Journal of
Government Financial Management, which arrived at members' homes
in early December, focuses on Citizen-Centric Government. AGA is
encouraging governments to describe their fiscal state of affairs in an
easy-to-read, four-page report. AGA’s Citizen-Centric Government
Task Force developed a draft prototype that was used to produce a mock
report for the City of Virginia Beach, VA. The report is included in
the magazine and was inserted into the Journal mailer. Please let us
know what you think about the report. Contact Susan Fritzlen at
800.AGA.7211 with your comments. Over the next six months, AGA will be
working with four other governments to produce similar reports. Why

Amanda Cagwin, CPA, AGA's Springfield Chapter
AGA boasts an impressive
group of early-career professionals, who have embraced government
service and volunteerism for their professional Association and their
communities. In a continuing series of profiles, we’d like to
introduce you to some of these up-and-coming leaders who will talk
about their chosen career path and their experiences in government
financial management. Enjoy.
Amanda Cagwin, 27, is the chief
accountant for the City of Springfield, IL.
Amanda Cagwin had tried working for a
local CPA firm and a private business before turning to city
government, in part because of the enthusiasm of a professor of
governmental accounting.
“If you had asked me early on if
government was ever an option I probably would have said no,”
Cagwin said. “Government has historically gotten a bad
rap.”
Cagwin had her eye on an accounting
career as early as high school. She attended Blackburn College and then
went to the University of Illinois at Springfield, where she earned her
master’s degree. In her last year at grad school, she took two
classes on governmental accounting—by that point, she had had
little exposure to it. “It’s a drastically different type
of accounting. It’s almost a whole different field,” she
said. “It really sparked my interest.” Read the story.
