For those of you that attended this year’s Annual Professional Development Conference in Orlando, I hope that you enjoyed the Conference as much as I did. There were timely and relevant topics for everyone. On my return to Tallahassee, I asked staff which keynote speaker that they enjoyed the most. Interestingly, we each had a different favorite. I believe this speaks to the quality of the program.  

In the weeks that have followed, I have also had the opportunity to speak to members from across the country about the PDC. They commented favorably on the conference and facility, Importantly, many also mentioned the change they sense within AGA, which is being viewed more and more as the leader in the government accountability arena. AGA invites you to attend the First National Performance Management Conference (PMC), November 14-15, 2005, in Portland, OR. As a capstone to this year’s SEA Report review process, the PMC is intended to provide insight into how reports could be prepared. With the theme “Service Efforts & Accomplishments Reporting: The Cornerstone for Building Trust and Enhancing Management,” this conference will highlight organizations that have participated and/or won recognition in AGA’s program and share how they implemented and operated their performance systems. Education sessions will provide technical training and demonstrate how reports can be used to improve operations, build public trust, and be used for outsourcing and budget justification.

Audio Conference Set for Sept. 21 on Ethics
AGA, NASACT and N.A.L.G.A. present "Ethics—How It Impacts an Organization" from 2 – 3:50 p.m. EDT Wednesday, Sept. 21. Speakers will discuss the increased emphasis on ethics, the reasons why technology may be contributing to ethical issues, how some situations can be legal but unethical, how ethics can be a positive challenge for practical people and a recent KPMG study on corporate ethics. Speakers are Leon Young, Associate Professor, University of Maryland, and Scott Avelino, Director of Forensic Services, KPMG LLP. Earn 2 CPE hours. Louisiana State Office Allows Leave, Reimbursement for CGFM
Louisiana’s Office of the Legislative Auditor is now providing educational leave and reimbursement to employees who earn AGA’s CGFM certification.

The office, which employs a large number of certified public accountants in the state of Louisiana, recently changed its policy to allow employees educational leave to take the three CGFM Examinations. Employees who earn their CGFM certification can also be reimbursed for the costs of educational courses and the examination fees, for a maximum of $1,000. Before the change, staff had to pay those fees out of their own pockets.

“When you have the support of management, it encourages staff to go forward and get additional certifications,” said AGA Past National President Jullin Renthrope, CGFM, manager in the financial audit division. “We are encouraging our staff to pursue the certification because it directly applies to what we are doing.” The Legislative Auditor’s Office oversees more than 3,500 audits of state and local governments and other quasi-public entities. Donations of Old Textbooks, Journals Sought
The U.S. Treasury Department's Office of Technical Assistance provides a wide range of financial management and budgeting technical assistance and training in Africa, Asia, South America, Eastern Europe and the former Soviet Union. In the course of this work, Ministries of Finance commonly request that OTA advisors help them build a collection of English language professional and academic publications in public finance, budgeting and analysis. These resources are important to their efforts to build professional capacity. Please consider donating such professional documents. This includes professional journals, magazines, newsletters, books and textbooks. AGA Japan—Teamwork In Action: On August 10, AGA’s revitalized Japan Chapter held its first luncheon of the year at the Naval Air Facility, Atsugi, Japan. Guest speaker was Commanding Officer Capt. Reed Ecktrom, who was also inducted into the
chapter's board of directors for 2005-2006. Attendees included Japan's Military Maritime Self Defense Force Finance Operations, representatives from the American Embassy, DFAS-Japan, DECA, Army - Camp Zama and NAF Atsugi Support Agencies. With more than 25 members, the Japan Chapter is well on its way to a record-setting year! Shown in the photo, left to right, are Japan Chapter officers Capt. Reed Eckstrom, Wayne Ingle, CGFM, Catherine Prario, and Mike Martin, CGFM.
