Management Conference
AGA invites you to attend the First National
Performance Management Conference (PMC), November 14-15, 2005, in
Portland, OR. As a capstone to this year’s SEA Report review
process, the PMC is intended to provide insight into how reports could
be prepared. With the theme “Service Efforts & Accomplishments
Reporting: The Cornerstone for Building Trust and Enhancing Management,”
this conference will highlight organizations that have participated
and/or won recognition in AGA’s program and share how they implemented
and operated their performance systems. Education sessions will provide
technical training and demonstrate how reports can be used to improve
operations, build public trust, and be used for outsourcing and budget
justification.

AGA Publishes
Landmark Research Report—Financial Management Shared Services: A
Guide for Federal Users
This research is the first document of its kind that focuses
solely on federal users of financial management shared services. The
report is the product of a research project, sponsored by AGA
Professional Corporate Partner IBM Business Consulting Services, aimed
at identifying best practices in shared services of federal agency
financial management operations. The project identifies best practices
in selecting services to share, managing the transition, setting up
service arrangements, governance, service level agreements, and other
aspects of the business arrangement. The project had three phases:
research of existing literature; interviews with selected subject matter
experts and surveys sent out to other interested parties; and finally, a
report summarizing recommendations and containing suggestions as to best
practice. The research was conducted by Irwin T. (Ted) David, CGFM, with
the aid of AGA’s Director of Research, Anna Miller, CPA. Click here to view the report.

National Executive Committee (NEC) and National Board of
Directors (NBD) Hold Successful Meetings in Orlando
The NEC heard a report on AGA’s strong
financial health at its last meeting, held in early July, prior to the
Professional Development Conference & Exposition in Orlando.
External Auditor Anthony Cuozzo reported that AGA received a clean audit
opinion on the financial statements for the fiscal year ending March 31,
2005. He praised AGA’s high level of reserves, and recommended that the
NEC consider more aggressive investment opportunities.
National Treasurer Jeanne B. Erwin, CGFM, said that the excess revenues
over expenses for FY05 was $543,000 versus a budgeted estimate of
$133,500.
AGA’s FY06 budget includes estimated revenue of $4.6 million and
expenses of $3.8 million. That compares to the $3.9 million in revenue
and $3.1 million in expenses budgeted for FY05.
In other action, the NEC approved the appointment of Sridhar
Ramamoorti, Ph.D., as chair of the Academy for Government Accountability
Board from July 1, 2005 to June 30, 2006 and to serve a three-year term
on the board.
At its annual meeting, the NBD, which includes AGA chapter presidents
and other leaders, voted on bylaws changes during its meeting at the
PDC.
The NBD voted to:
• Change the requirement that only the past three Regional Vice
Presidents of the respective section can be selected for the position of
Senior Vice President Section Representative, so that it states that any
past Regional Vice President in good standing is eligible to be
nominated for the position. The vote was unanimous.
• Change the authority to set size and function of staff, and determine
salary and benefits of the paid staff of the Association from the NEC to
the Executive Director. The vote was 52 in favor, 15 opposed, 3
abstentions.
