The award honors cumulative career achievements of a private-sector financial executive. In a career spanning more than 20 years, Morton-Huddleston’s achievements working with 19 government agencies include:

  • Implementing the Working Capital Fund at NASA, which matured from $5 million to $450 million in 10 years; her overall work with the fund led to a clean audit opinion in 2012;
  • Implementing the first Enterprise Risk Management (ERM) framework for the District of Columbia Superior Court, tailoring federal guidance to the court environment, enhancing more than 100 controls; and
  • Leading ERM program, including creation of first chief risk officer and risk council, at the U.S. Department of Education Office of Federal Student Aid.

Morton-Huddleston has also contributed greatly to AGA at the local and national levels. She is president of AGA’s Washington DC Chapter, which boasts 1,900 members, and has a passion for recruiting and mentoring young professionals. She has contributed to research for AGA’s annual chief financial officer surveys, and spread awareness of AGA’s Citizen-Centric Reporting program through her work with its Government Case Challenge for college students.

Morton-Huddleston represents the best of AGA and of government financial management, said National President Doug Glenn.

“Wendy’s dedication to the government financial management profession is evident in all she does,” Glenn said. “In her career, her focus on process improvement has enabled government agencies to work harder and smarter. As a volunteer, her focus on young professionals ensures the government will be in good hands for generations to come.”
