Melissa Jacobs

Indianapolis Chapter President, 2018-2019

Melissa Jacobs is the Director of Security Cooperation Accounting at DFAS Indianapolis.  In this role she manages 130+ employees with oversight of over 14,500 active military sales cases valued at $475B. 
From August 2014 to July 2017, she served as the Director of DFAS Europe where she oversaw a variety of pay, accounting, and customer service functions and served as a liaison to DFAS customers in the EUCOM and AFRICOM areas of responsibility. 
From July 2012 to July 2014, she served as Director, Integrated Services Office, Operations Headquarters, DFAS.  In this role, she facilitated the Planning, Programming, Budget, and Execution cycle for DFAS Operations and contributed to the development of customer billing rates.  As a DFAS employee since 2006, Mrs. Jacobs has also held a variety of positions in support of Travel Pay, Military Pay, Contingency Planning, and Executive Administrative support.  She began her DoD career in 2000 as a Finance Officer in the United States Marine Corps. 
Mrs. Jacobs holds an MBA from the University of Cincinnati, and is a Certified Government Financial Manager (CGFM) and a Certified Management Accountant (CMA).



John Campbell


Mr. Campbell has been with the Department of Defense for over 40 years and has served as the Director, Disbursing Operations since August 29, 2010. In this position, he is responsible for the actions of over 135 individuals and have oversaw the consolidation of the DSSNs supporting the Air Force (3801), Military Sealift Command (5207) and National Geo-Spatial Agency (8803) as well as the monthly disbursement of over $30b. He oversees the support necessary in providing funds for paying agent activities and is responsible for the accountability of over $260m in cash to support these activities.


Mr. Campbell has held various positions during his career. He enlisted in the U. S. Army in January 1976 and became a finance specialist later that year and then serving at the 45th Finance Section (Kaiserslautern, GY) and then the 24th Finance Company (Ft Stewart, GA) in a variety of disbursing positions. In 1982, he hired on as an Accounting Technician in the Disbursing Office of the 106th Finance Section, (Stuttgart). Returning to the United States, he began working at the United States Army Finance & Accounting Center (USAFAC) in Centralized Pay Operations, as an Accounting Technician (GS-6) on December 15, 1986. Eventually he would serve as the Chief, Disbursing Branch, Retired Pay Operations; Deputy Chief, Disbursing Division, Military Pay Operations; Systems Accountant, Disbursing Division, Military Pay Operations (responsible for the deployment of the Stanfins Redesign Sub-System 1 (SRD1), replacing the previous Daily Checkwriting System, to modernize and support Disbursing.


In January 1997, he became the Chief, Systems Management Office, Directorate for Centralized Disbursing and was responsible for the consolidation of all CONUS disbursing offices supporting the US Army into one central site under DSSN 5570.


In August 2005, he was assigned as the Deputy Director, Disbursing Operations where he was responsible for the actions of over 135 individuals and oversaw the consolidation of the DSSNs supporting the Air Force (3801), Military Sealift Command (5207) and National Geo-Spatial Agency (8803) as well as the monthly disbursement of over $30b to Indianapolis after the closure of the Denver Center.


On May 9, 2010, he was promoted to the Director, Accounts Payable Directorate, DFAS-IN and was responsible for the operation and management to timely and accurately entitle payments, process and record transactions that established and liquidated accounts payable in the general and subsidiary ledgers and ensured the integrity of supporting accounting information and documentation.


Mr. Campbell is a graduate of Indiana Tech (December 2010) with a Bachelor of Science in Business Administration. He is a graduate of the Professional Military Comptroller School. He is a member of the American Society of Military Comptrollers and the Association of Government Accountants. He is married, (41+ years in August), has two sons (38 and 36) and a four grandchildren (ages 5 -18).

Emily Blake


Emily Blake currently serves as the Executive Assistant for the Director, Security Cooperation Accounting/FMS at Defense Finance and Accounting Service.  Prior to this position, Ms. Blake was a program manager in the Indianapolis Site Support Office.  She holds a Bachelor of Science degree in Accounting from Indiana State University and a Master in Business Administration from Indiana Wesleyan University.

Lindsay Harris


Lindsay Harris is currently an Executive Assistant in Enterprise Solutions and Standards. Previously she held roles in Information and Technology and Departmental Reporting, Other Defense Organizations Division. From 2013-2016, she worked overseas at DFAS Japan, and prior to that, served in a variety of positions at DFAS Indianapolis. She holds a Bachelor of Science degree in Accounting and obtained a Master in Business Administration from Ball State University.
