Purpose of Position:
Why does the job exist?
This position will be responsible for the technical fiscal oversight for the agency to ensure proper financial management and planning; establishing internal control and pre-audit of financial document processing; and ensuring financial compliance with Generally Accepted Accounting principles (GAAP), Governmental Accounting Standards Board (GASB) rules, model accounting practices, regulations and laws. The position will also coordinate the accounting and finance functions including the formulation of policy decisions in consultation with agency management to be consistent with the agency's strategic objectives. The incumbent will also be responsible for the management and accounting of complex trust funds, investments and diverse funding sources while supervising staff in the Finance Bureau in order to ensure accountability and compliance with established processes.
How does it get done?
The incumbent in this position will coordinate agency financial management and prepare appropriate financial transactions necessary to ensure the accuracy and integrity of the agency's accounting. Incumbent will also provide management, leadership and direction by supervising assigned Program Support staff to include training, motivating, evaluating and providing guidance to staff as well as indirect oversight over financial activities of staff in other agency programs. Incumbent will review current accounting and fiscal practices to ensure agency compliance with fiscal requirements; ensure that agency fiscal practices and internal controls conform to best practices; and periodically update financial policies/procedures to ensure they stay current with applicable laws, rules/regulations; monitor agency compliance with established agency accounting and auditing policies, plans, and DFA rules/regulations. Lastly, the position will manage the statewide ditch rehabilitation loan/re-loan and grants program which accounts for and reports the loans and grants approved by Interstate Stream Commission for community ditch systems, conservancy districts and soil and water conservation districts as well as monitor the funding from special appropriations and capital projects funded through Severance Tax Bonds and Irrigation Works Construction Fund.

The Ideal Candidate:
The ideal candidate has experience with:
- Financial internal controls.
- State agency accounting systems and working with DFA Manual of Model Accounting Practices (MAP).
- Compliance of applicable laws, regulations, policies, and procedures including state statues, federal laws/regulations/GASB statements, Generally Accounting Procedures, DFA/regulations, and Agency policies and procedures.
- Prioritization of competing resources and determining how resources will be utilized to achieve desired outcomes and objectives.
- Creating Microsoft Excel pivot tables and analyzing financial data.
- Reviewing General Ledger activity to the Budgetary Basis Schedules or Revenues and Expenditures by programs and funds using the PeopleSoft Oracle Financial system used by the state.
- Reviewing balance sheet accounts and preparing correcting journal entires.
- Working with an independent financial auditor and providing audit deliverables.
- Accountings payable such as processing vouchers, journal entries and reimbursements
- Cash deposits and cash reconciliations.

- Minimum Qualifications

Bachelor's Degree in Business Administration, Accounting, Finance or Auditing and eight (8) years of experience in Accounting, Business Administration, Public Administration, Finance or Auditing; to include two (2) years of experience with PeopleSoft, Oracle Financials; to include three (3) years of federal grant and special revenue experience; and to include three (3) years of managerial or supervisory experience. Preference will be given to applicants who possess and maintain an active New Mexico license as a Certified Public Accountant.
Employment Requirements:
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. The selected candidate must be granted formal Department of Finance and Administration/State Controller approval allowing them to be credentialed as the agency's Chief Financial Officer.

Working Conditions:
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and computer and phone usage with extended periods of sitting. May be required to drive a state vehicle for occasional travel to meetings within the state.
