Paul D. Epstein

Epstein has trained auditors and managers in performance measurement and management and performance budgeting. He has helped local, state, and federal governments and non-profits in the U.S. and abroad, and the United Nations. He received the Harry Hatry Distinguished Performance Measurement Practice Award for lifetime achievement. He chaired a professional committee cited in Congress’s report on the Government Performance and Results Act. Epstein is lead author of three performance measurement books, including one for auditors.

Stuart S. Grifel, MBA, MPA, CIA, CFE, CGAP, CIGA

Grifel has assisted numerous governments in performance improvement and performance measurement. He has served as a Management Consultant for the City of Miami Beach Office of Budget and Performance Improvement where he was responsible for managing the City’s Performance Measurement and Management program. Grifel has also served as Audit Supervisor and Corporate Internal Auditor for the City of Austin, Texas, where one of his key responsibilities was certifying the reliability of Austin departments’ performance measures.
