Douglas Godesky, Senior Grants Officer and Policy Advisor
Corporation for National and Community Service

Doug is a Senior Grants Officer, leading the grant policy and knowledge management functions for the Corporation for National & Community Service, Washington, DC headquarters, Office of Grants Management.  He is responsible for managing the agency’s electronic grant system configuration and system administration functions, along with agency financial reporting and performance data analytics.  Prior to his time with CNCS, Doug devoted over 20 years to Federal grant making as a branch and division director at the US Department of Health & Human Services, Administration for Children and Families, and directing regional financial grant operations for the US Department of Interior, Office of Surface Mining and Reclamation. 

Doug’s range of experience includes directing call center operations for 1-800-MEDICARE, workforce planning for IRS call centers, and numerous electronic government initiatives including deputy project manager for the Consolidated Health Informatics project that established government-wide health IT information exchange and communication standards, and the original business case for what today is Grants.gov.  Doug currently serves on the Federal Financial Assistance Committee on eGov, and AGA’s Intergovernmental Partnership Steering Committee.

Lucy Mungle, MPA, CPA, Policy Analyst

Lucy Mungle has over 25 years of experience in the private and public sectors.  She holds a Masters degree in Public Administration and is also a Certified Public Accountant.  Ms. Mungle currently serves as a Risk Management Analyst for the Office of Justice Programs, a component of the Department of Justice.  Ms. Mungle has worked at OJP for the past nine years and has been involved in audit resolution, oversight of programmatic and financial monitoring, and risk management.

D. Clark Partridge, CGFM, CPA, State Comptroller

D. Clark Partridge has served as the State Comptroller for the State of Arizona since 2002 and has 28 years of State service.  Prior to joining the State, he worked in public accounting for Arthur Andersen & Co. Clark is the Second Vice-President of the National Association of State Auditors, Comptrollers, and Treasurers (NASACT) and is a Past-President of the National Association of State Comptrollers (NASC) and has served on a variety of NASACT and NASC committees.  He also serves as a Co-Chair of the Association of Governmental Accountants (AGA) Partnership for Intergovernmental Management and Accountability.  Clark serves as a Trustee on the Arizona State Retirement System Board.  He attended Brigham Young University on a leadership scholarship, graduating with a Bachelor of Science degree in Accounting, and is a CPA and a CGFM.

Mr. Nuehring is a partner with the public accounting, consulting and technology firm of Crowe LLP.  Mr. Nuehring has been in the public accounting profession for over 30 years and has been responsible for planning, administering and supervising audit, accounting and consulting service engagements for governmental, education and not-for-profit entities.  Mr. Nuehring has extensive experience with Uniform Grant Guidance compliance, compliance auditing, performance auditing, internal auditing, Enterprise Risk Management, internal controls, federal grant administration, and standards implementation.  Mr. Nuehring has presented seminars to a number of professional organizations on accounting, auditing and reporting issues in the public sector throughout the United States. Mr. Nuehring has also been a guest lecturer at the University of Illinois at Chicago on governmental and nonprofit accounting and accounting information systems.  Mr. Nuehring holds a Bachelor of Arts in Accounting and Business Administration from Wartburg College and is a certified public accountant and chartered global management accountant.
