Jay is a managing director at Grant Thornton LLP. He provides thought leadership in areas such as public sector financial management, Federal credit management, and customer experience. Formerly the chief financial officer of Federal Student Aid (FSA), Jay oversaw the distribution of more than $120 billion in aid annually and the financial health of the federal government’s $1.4 trillion student loan portfolio. He also served as the acting chief customer experience officer of FSA. Jay has a BS in business administration from the University of Richmond and an MBA from the University of Michigan.

Alexander Yow, CPA is a Senior Associate at Guidehouse (formerly PwC Public Sector). Mr. Yow graduated with a B.S. in Accounting from George Mason University and serves as the Webmaster of the AGA DC Chapter. Currently, he focuses on increasing the effectiveness of internal control programs utilizing VBA, Microsoft Access, Tableau and SharePoint solutions. Mr. Yow’s innovative approach implements impactful tools reducing weeks of data manipulation into efficient, easy-to-use applications. In the future, Mr. Yow aspires to continue connecting financial management and internal controls with process automation and data visualization, as well as remain an active member in AGA’s “Young Professional” initiatives where he strives to develop the next generation of government leaders.

Chidilim Okonkwo, CGFM

Chidilim Okonkwo, CGFM is the Director of Agency Financial Systems Office at NASA Headquarters. Mrs. Okonkwo holds a Bachelors of Business Administration in Accounting from Howard University and Dual M.S. in Accounting and Information Technology from the University of Maryland. Chi actively participates in AGA National Leadership, Professional Development and DC Chapter Training events as a moderator, panelist and technical committee member. Mrs. Okonkwo holds over a decade of experience supporting the modernization of Federal legacy systems and is energized by the adoption of intelligent automation and robust enterprise solutions to empower the federal workforce from all levels of the organization.
