Chairman, GASB

David A. Vaudt was named chairman of the Governmental Accounting Standards Board effective July 1, 2013. Mr. Vaudt came to the GASB after serving the previous 10 years as Iowa’s elected state auditor. Prior to his election, Mr. Vaudt worked for 25 years in the Des Moines, Iowa office of KPMG LLP, including 13 years as an audit partner. 

Mr. Vaudt has served as president of the National State Auditors Association, chair of the National Association of State Boards of Accountancy, and chair of the Iowa Accountancy Examining Board. He also served on the boards of numerous nonprofit service organizations in Iowa.

Mr. Vaudt, a graduate of Upper Iowa University, is a Certified Public Accountant.

Supervising Project Manager, GASB

Deborah Beams is a supervising project manager with the Governmental Accounting Standards Board (GASB) in Norwalk, Connecticut.  Currently, she is working on implementation guidance for leases. Previously, she had worked on projects leading to Statements on fair value, external investment pools, conduit debt, and leases.

Deborah joined the GASB staff in 2018 and had previously worked for the GASB as a practice fellow. She spent over 10 years in public accounting as an auditor, working primarily with government and not-for-profit clients.

Deborah received her bachelor’s and master’s degrees from the University of North Texas and is a certified public accountant in the state of Texas.

Scott Reeser

Senior Project Manager, GASB

Scott Reeser is a supervising project manager with the Governmental Accounting Standards Board (GASB) in Norwalk, Connecticut. He is currently working on GASB projects related to the reexamination of the financial reporting model and public-private partnerships. Previously, he has worked on several projects, including those leading to statements on accounting and financial reporting for postemployment benefits, fiduciary activities, and transactions reported as deferred outflows of resources and deferred inflows of resources.

Before joining the staff of the GASB in 2010, Mr. Reeser spent ten years working for the Office of the Comptroller in the State of Illinois. During that time, Mr. Reeser was responsible for the coordination and preparation of the state’s Comprehensive Annual Financial Report and the development of statewide accounting policies. His previous experience also includes over five years with a public accounting firm performing financial and compliance audits of not-for-profit entities and governmental agencies.

Mr. Reeser is a graduate of the University of Illinois at Urbana-Champaign and is a member of the American Institute of Certified Public Accountants and the Illinois CPA Society.

Paulina Haro

Supervising Project Manager, GASB

Paulina Haro is a supervising project manager with the Governmental Accounting Standards Board in Norwalk, Connecticut. Her current project assignments include Revenue and Expense Recognition and Electronic Financial Reporting. She contributed to the development of Statements on Fair Value Measurement (72), Blending Requirements (80) and Irrevocable Split Interest Agreements (81).

Before joining the GASB staff in 2014, Paulina worked as Financial Analyst, Cash Manager and subsequently as Treasurer for the City of Fayetteville, North Carolina, and CIP Fiscal Manager for the City of Raleigh.

Paulina received a Bachelor Degree in Business Administration–Accounting with Summa Cum Laude honors from Campbell University. She also holds a Masters in Business Administration from the University of North Carolina, Chapel Hill, and is licensed as a Certified Public Accountant in the State of North Carolina.
