    AGA Announces 75th Anniversary Celebration

    Alexandria, Va. — AGA, the premier association for advancing government accountability, is proud to announce a year-long celebration of its 75th anniversary. Since its inception in 1950, AGA has empowered and connected thousands of financial-related professionals, helping them advance accountability and transparency in government, grow robust community networks and accelerate their careers through education and certification.

    Over the decades, the growth of the U.S. budget and expansion of government programs to strengthen our economy, defend our nation and provide resources for those in need, has been facilitated by our community—laser-focused on transparency and accountability, internal controls, fraud prevention and detection, program evaluation and performance improvement. The need for this community of members has never been greater than it is today.

    With a new president and administration, we expect change. What will not change, however, is AGA’s mission to educate, empower and connect accountability professionals across the nation. With chapters in nearly every state, we invite those concerned about efficiency in government spending to join us to engage, discover community and find common cause.

    From offering the Certified Government Financial Manager (CGFM) credential, conducting numerous research studies and publishing the quarterly Journal of Government Financial Management, to hosting policy experts at national trainings and providing continuing education through online events, AGA empowers members to be the thought leaders driving change and advancing the business of government.

    This year we will celebrate our rich history of positive impact in the government community, as well as gear up for an exciting future. AGA is redoubling its efforts to capture the energy and enthusiasm of students and young professionals, a vital component to re-invigorating the spirit of public service and civic engagement.

  • AGA Announces New 2024-2025 National Governing Board Officers

    AGA Announces New 2024-2025 National Governing Board Officers

    (Alexandria, Va.) AGA is pleased to announce the election of new officers to its National Governing Board. The board confirmed Mark-Allen Mitchell, CGFM, CIA, CRMA, as national president-elect; Donna Sandoval, CGFM, CISA, CISM, as national treasurer-elect; and Demek Adams, CGFM, as director (at-large). The three leaders will serve two-year terms beginning July 1, 2025.

    Mitchell is the Director of Internal Audit at Connecticut Department of Transportation, where he manages and work beside a team of auditing and forensic auditing professionals who conduct audits, reviews, and advisory services to assist CT DOT management fulfill its mission and achieve its objectives. He is a member of AGA’s Albany chapter.

    Sandoval is the Director of Finance & Administrative Services for the City of Albuquerque and has 28 years in state and local government finance. In July 2020 Donna joined the City as the City Controller, prior she was the Assistant Commissioner of Administrative Services for the New Mexico State Land Office. Donna was a CFO for three state agencies over her years in state government. She is a member of AGA’s New Mexico chapter.

    Adams is a transformational leader with proven results in delivering value for his clients, people, and firm. Passionate about creating opportunities that help his teammates achieve their personal and professional goals. Demek is the Finance practice leader for the Government & Public Sector for EY and is a trusted advisor to numerous finance leaders across various industries. Serves clients such as Department of Housing and Urban Development, Department of Commerce, Department of Transportation, and City of Baltimore. He is a member of AGA’s Washington, D.C. chapter.

    AGA Announces New National Governing Board Officers

    Alexandria, VA — AGA is proud to announce the election of new officers to its National Governing Board. The board confirmed Sarah Cunningham, CGFM, PMP, as national president-elect; Carla Flores, CGFM, PMP, as national treasurer-elect; and Cecelia Smith, MBA, as director-at-large. The three leaders will serve two-year terms beginning July 1, 2026.

    Cunningham is a partner at Summit, where she brings a deep and respected reputation in government financial management, enterprise risk management, federal credit budgeting and execution, and policy analysis. Previously, she served as CFO for Mecklenburg County, North Carolina, overseeing a team of over 130 staff members and a $1.9 billion dollar operating budget. Her prior federal career saw her serve as acting deputy CFO at the U.S. Department of Housing and Urban Development (HUD) and as a senior policy analyst for the Office of Management and Budget. She holds an MPP from the University of Michigan and a bachelor’s degree from Kalamazoo College.

    Flores currently works as an executive consultant with MSI Consulting, directing enterprise transformation initiatives for public-sector clients. She also leads the design and implementation efforts for HUD’s Enterprise Data Governance and Execution system. Previously, she worked at the IRS, Office of the CFO, in the role of financial systems modernization project lead. She holds a bachelor’s degree in business administration, accounting from the University of Puerto Rico at Ponce.

    Smith recently retired as management controls officer for NASA’s Langley Research Center, Office of the CFO. With more than 25 years of experience across the federal government and private sector, she brings extensive expertise in audit and risk oversight, internal controls, financial stewardship and enterprise governance. A former two-time acting GS-15 at NASA, she chaired institution risk review forums and briefed senior leadership on organizational risk posture, mitigation strategies and control effectiveness. She holds an MBA from the University of West Florida and a bachelor’s degree from Bethune-Cookman University.

    AGA Announces New National Governing Board Officers

    (Alexandria, Va.) AGA is pleased to announce the election of new officers to its National Governing Board. The board confirmed Melinda DeCorte, CGFM, CPA, as national president-elect; Atisha Burks, as national treasurer-elect; and Bill Colbert, CPA, as director (at-large). The three leaders will serve two-year terms beginning July 1, 2025.

    DeCorte is a Principal at Sikich and has over 25 years of expertise in auditing, accounting and government financial management. She has played key leadership roles in groundbreaking financial statement audits for the Department of Defense and has extensive experience advising government agencies on risk, internal controls, and audit readiness. In addition to her client work, DeCorte serves on the Sikich Board of Managers and leads the firm’s federal government industry vertical and audit practice. She is a member of AGA’s Dallas chapter.

    Burks is the Deputy Director (CFO), Financial and Program Management Directorate, Department of Homeland Security (DHS) and oversees financial operations, budgeting and risk management for the Federal Protective Service (FPS). She directs procurement, resource management, and internal controls while ensuring fiscal accountability and supporting congressional inquiries on financial matters. She is a member of AGA’s Washington, D.C. chapter

    Colbert is a Senior Partner, Client Account Leader, Finance & ERP at EY. He has over 35 years of experience driving organizational transformation and improvement. After nearly three decades in the commercial sector, he transitioned to EY’s Government and Public Sector practice, applying private-sector insights to help government leaders tackle complex challenges. His work has earned industry recognition, including the Association of Management Consulting Firms’ Spotlight Award and a featured case study on his transformation efforts at HUD. Adedicated mentor, Bill actively supports Black and Latino entrepreneurs and has held multiple leadership roles at EY, guiding finance, technology and public sector practices. He is a member of AGA’s Northern Virginia chapter.

    AGA Announces Winners of 2025 Government Finance Case Challenge

    Alexandria, VA — Teams from two universities received top honors in AGA’s 2025 Government Case Challenge. The undergraduate winner was the University of Colorado Boulder, composed of team members Charles Adams, Tyler Armstrong, Ben Rose and advisor Christine Kuglin. The graduate winner was American University, with team members Delaney Faile, Keliane Ghonda, Natalie Hernandez and advisor Dave Harr.

    In this annual competition, AGA invites teams of currently enrolled graduate and undergraduate students to study government operations in one selected U.S. state, city or county and produce a Citizen-Centric Report (CCR) on specific areas of interest to their taxpayers. This year’s challenge highlighted the City of Roanoke, VA. AGA’s CEO Ann Ebberts shared that “both teams captured all the right kinds of Information to inform Roanoke’s citizens and future residents about the benefits of living in a well-managed city in the beautiful Blue Ridge Mountains of Virginia. Congratulations and well done!”

    Team submissions are judged by a panel of government finance experts, and finalists are invited to present their findings in a team-created video of a mock government meeting. Members of winning teams and their faculty advisors each receive a $1,500 scholarship award.

    AGA Honors Federal Government Agencies for Excellence in Fiscal Accountability Reporting

    Alexandria, Virginia — On Wednesday, May 21, 2025, AGA recognized the sustained efforts of 26 federal government agencies and departments to improve government accountability and performance with the association’s annual Certificate of Excellence in Accountability Reporting (CEAR®) awards. The black-tie affair, hosted at the Grand Hyatt Washington D.C., honored personnel from the recipient organizations for their exceptional commitment to producing high-quality Performance and Accountability Reports (PARs) or Agency Financial Reports (AFRs) for fiscal year (FY) 2024.

    The CEAR review process requires a thorough examination of all submitted AFRs and PARs, conducted by experienced teams from across the government financial management community. These reviews include comprehensive recommendations from AGA to government agency leaders, offering suggestions and insights on ways to further improve reporting and meet future challenges.

    Beyond its instructional merit, the CEAR program provides an opportunity to highlight and celebrate agencies that have delivered exceptional reporting. In the words of AGA CEO Ann Ebberts, “Through the hard work necessary to develop award-winning reports, agency leadership and staff demonstrated their commitment to transparent and accurate reporting, which is a vital asset in fostering public trust and accountability. All of our CEAR participants should be proud of what they accomplished. It was a great evening to celebrate reporting excellence and the comradery of the financial community!”

    Alexandria, Va. — The U.S. Department of Housing & Urban Development (HUD) took top honors in AGA’s 2024 Innovation Challenge on November 6 in Washington, D.C., for its Single Audit Analytic Tool. Presented at AGA’s annual Technology & Transformation Summit (TTS), this award celebrates HUD’s innovative solution for advancing transparency, compliance and risk management across federal grant programs.

    HUD’s Single Audit Analytic Tool, a first-of-its-kind Power BI dashboard, ingests and consolidates data on grantees’ current and historical audit performance, offering a clear and actionable snapshot of single audit activity. This user-friendly tool significantly enhances HUD’s ability to track grantee compliance, prioritize high-need monitoring areas and quickly identify high-risk auditees. By addressing data quality control at the point of intake, the tool further strengthens HUD’s fiscal management and oversight capabilities.

    Three finalists, including HUD, showcased their innovations to TTS attendees, who voted to select the 2024 Innovation Challenge winner:
