Panhandle Health District is seeking an experienced full-time Senior Financial Specialist. This position, which has opportunity for advancement, works closely with the Financial Officer and takes a lead role in overseeing day-to-day accounting operations, including accounts payable, receivable, and grant-related financial management, while ensuring compliance with federal, state, and local regulations. The role will also support budget development and monitoring in collaboration with program managers, prepare financial statements and audit materials, and serve as a subject matter expert in the District’s ERP system, Luma.
Duties/Responsibilities:
- Review reimbursement requests for federal and state grants; prepare correspondence and expenditure reports; monitor grant-related expenditures and ledgers; prepare annual expenditure reports.
- Prepare financial forms required by federal, state, local, or other funders.
- Work directly with program managers to develop and monitor grant and program budgets and expenditures.
- Prepare financial statements and schedules as requested and assist outside auditors with the annual financial audit and single audit.
- Ensure grant funds are expended in compliance with the granting agency regulations and district policies and procedures.
- Manage cost allocations to ensure accurate financial reporting.
- Calculate indirect rates to support budgeting and financial planning.
- Serve as the Pcard Administrator, overseeing all related transactions and compliance.
- Act as the Luma Subject Matter Expert, providing guidance and support for users and ensuring effective system utilization.
- Review and approve the release of accounts payable/accounts receivable.
- Prepare monthly payroll and operating expense reports.
- Supervisor of fiscal staff as directed by the Financial Officer.
- Performs other duties as assigned consistent with job classification.
Qualifications and Proficiencies:
- Bachelor’s degree in accounting preferred, with 5 years of relevant professional experience highly preferred.
- Experience in a supervisory role.
- In-depth knowledge of accounting principles in accordance with U.S. Generally Accepted Accounting Principles, 45 CFR Part 74, 2 CFR Part 200, and all applicable sections of the Code of Federal Regulations.
- Strong attention to detail and excellent analytical skills.
- An ability to efficiently collect, organize, analyze, and process information, responding promptly to internal and external requests for information and assistance.
- Advanced proficiency in Microsoft Office applications, particularly Excel. Must have extensive experience using PIVOT, SUMIF, XLOOKUP, VLOOKUP, IF and tables, as well as other advanced functions.
- Excellent communication and interpersonal skills.
- Demonstrated ability to achieve high-performance goals and meet deadlines.
- Sound understanding of State and District policies and procedures.
- Valid driver's license (Idaho or Washington) or ability to obtain one if relocating
- National Incident Management System (NIMS)/Incident Command System (IS)100, 700 within one (1) month of employment
Physical Requirements:

- Engage in the following movements: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, and writing and repetitive motions.
- To move objects, exert up to 30 pounds of force occasionally and/or a negligible amount of force constantly.
- Hearing ability sufficient to communicate effectively in person and over the phone.
- Visual ability must be sufficient to read typewritten documents, computer screens, and drive a car
