About Elmer B. Staats

Elmer B. Staats (1914–2011) was a visionary leader in public accountability and a champion of government efficiency and transparency. He served as the Comptroller General of the United States from 1966 to 1981, leading the Government Accountability Office (GAO) through a critical period of modernization and expanded oversight.
Staats was instrumental in advancing performance auditing and strengthening government financial reporting. Known for his integrity, intellect, and dedication to public service, he set the standard for nonpartisan leadership in federal financial management. The award bearing his name recognizes individuals who carry forward his legacy of ethical leadership and commitment to excellence.
