Mary is a public-sector solutions architect and thought leader with more than 30 years of experience across local and federal government and the private sector.

Mary became CEO of AGA in September 2026. Previously, she served as Director and CFO of the Farm Credit Administration, CFO of the Federal Housing Finance Agency, and Controller and Deputy Director of the Division of Finance at the Federal Deposit Insurance Corporation. Her leadership spans the full financial management cycle, including planning, budgeting, accounting and reporting, policy and operations, financial systems, internal controls, and financial statement audits. She held these responsibilities at large federal agencies, including the Administrative Office of the U.S. Courts and the Department of Homeland Security as well as in local government organizations. She has also led complex financial system implementations and upgrades and introduced technologies such as artificial intelligence and robotic process automation to streamline and automate financial management processes.

Mary earned a Bachelor of Science in Accounting from Virginia Commonwealth University and a Master of Public Administration from the University of North Carolina at Pembroke.

Mary is a past National President and National Treasurer of AGA. She has served on numerous AGA committees and boards at the national and chapter levels, and has received several national AGA awards, including the organization’s highest honor, the Robert W. King Memorial Award. Her articles on financial management and leadership challenges have appeared in AGA’s Journal of Government Financial Management and other national peer-reviewed publications. She also previously served on the Journal’s Editorial Board.
