Raafat Raafat is an Associate Partner in IBM’s Strategy and Transformation Service Line.  With more than 15 years of experience with the federal government, Raafat is a recognized subject matter expert in federal financial management and fraud detection services.  At IBM, Raafat leads the Program Integrity Offering where he partners with federal customers to implement real-time fraud detection solution that identifies potential anomalous or improper activity, drives efficiencies, and reduces potential risks in their existing environments.  In support of federal agencies, Raafat leads multiple engagements, collaborating with customers to save millions of dollars in potential fraud, waste and abuse, while avoiding the current ‘pay and chase’ model and limiting improper payments or unauthorized access.
