Roger Glendenning has extensive experience in federal credit program management, having served in a broad scope of positions throughout his 36-year career at USDA Rural Development and its predecessor agency, the Farmers Home Administration. He began his career as an Agriculture Management Specialist in Delaware and Maryland, making and servicing loans to agriculture producers as well to very-low and low-income rural homebuyers before transitioning to the Washington, DC headquarters in 1996. Before his retirement in 2025, he served as Chief Operating Officer, oveseeing the agency’s administrative operations including budget, finance, human resources, information technology, procurement, and leasing. Prior to this he has served at various times in positions as Deputy Administrator for Single Family, Chief Financial Officer, Budget Director, and Acting Under Secretary. He has extensive knowledge and experience in Single-Family Housing credit program management and loan servicing, federal administrative processes, staffing, federal credit program portfolio management, federal budget formulation and execution, and risk management for a 4,700 person federal agency adminstering over 50 credit/grant programs.
Glendenning holds a BS in Economics from Penn State University, and a MS in Agricultural Economics from the University of Delaware.
