Ms. Payne provides insights and knowledge gained during federal service through high-quality on-demand training and consulting to federal financial managers and auditors. She retired from the Federal Accounting Standards Advisory Board in 2019 following her 30-year federal career. As a consultant, she provided federal financial accounting policy support to the defense community from 2019 to 2024. In addition to federal financial management, Ms. Payne has experience in financial forecasting and analysis, teaching graduate-level public finance courses, and developing and delivering training. She has served in multiple leadership roles, including chairing the CGFM Board and the Journal Editorial Board for AGA. She is a Certified Government Financial Manager and Certified Public Accountant. She received a Master’s in Public Administration from George Mason University and a Bachelor of Science in Commerce from the University of Virginia.
