This report provides a federal government wide review of the use of the purchase card including reasons for use, actual use, policies regarding use and employee card authorizations, best practices, purchase card management innovations, and an assessment of the financial implications of the program, including a cost benefit analysis using agency assessments of cost savings of purchase cards as compared to use of purchase orders.
